NEW YORK – United Nations Secretary-General Antonio Guterres has appointed a Liberian national and international law specialist, Mr. Cornelius Nagbe, to the UN Panel of Experts on Yemen, an investigative body of independent experts assisting the Security Council Committee established pursuant to resolution 2140 (2014) to implement its mandate, including on sanctions monitoring.

In a letter dated 17 May 2022 from the Secretary-General addressed to the President of the Security Council, Mr. Guterres referred to resolution 2624 (2022), adopted on 28 February 2022, by which the Council decided to extend the mandate of the Panel of Experts on Yemen until 28 March 2023, and requested him to take the necessary administrative measures to that effect.

The Secretary-General informed the President of the Security Council that, after consulting with the Security Council Committee established pursuant to resolution 2140 (2014), he had accordingly appointed the following experts to the Panel of Experts on Yemen: Mr. Debi Prasad Dash, finance (India), Mr. Cornelius Nagbe, international humanitarian law (Liberia) and Mr. Wolf-Christian Paes, arms (Germany). He also designated Mr. Dash to serve as the coordinator of the Panel.

Mr. Nagbe’s appointment to the Panel of Experts on Yemen follows a competitive process started in January 2022 by the UN Department of Political and Peacebuilding Affairs (DPPA) and culminating in review and clearance of his and the other experts’ candidacies by the Security Council Committee established pursuant to resolution 2140 (2014). As the international humanitarian law expert, Mr. Nagbe will contribute to the monitoring of sanctions measures and investigation of alleged sanctions violations or non-compliance as mandated by Security Council resolutions related to Yemen. He will also contribute to the reports of the Panel to the 2140 Sanctions Committee and the Council.

Prior to his appointment to the Panel of Experts on Yemen, Mr. Nagbe worked as a Consultant on Children and Armed Conflict in the South Asia Regional Office of the United Nations Children’s Fund (UNICEF). He also recently provided expertise to the American Bar Association Center for Human Rights as an Expert on Compliance with International Humanitarian Law in the Middle East and North Africa. Mr. Nagbe earlier served at UN Headquarters in New York as Human Rights Programme Management Officer in the Counter-Terrorism Centre of the UN Office of Counter Terrorism (UNOCT). Before that, Mr. Nagbe delivered field assignments in Somalia, Kenya, Iraq, and South Sudan with the African Union Mission for Somalia (AMISOM), the UN Assistance Mission for Iraq (UNAMI), and the UN Mission in South Sudan (UNMISS).

In his home country Liberia, Mr. Nagbe has served as a strategic communications and outreach manager on democracy and governance projects funded by the World Bank and USAID, including as Communications Coordinator and technical secretariat member of the high-profile Governance and Economic Management Assistance Program (GEMAP); as administrative manager of the office of the House Majority Leader, Legislature of Liberia; as an electoral assistance and information specialist at the UN Mission in Liberia (UNMIL) and the National Elections Commission (NEC); as information lead for Save the Children; and, as a manager, writer, and consultant in the media and civil society.

Mr. Nagbe holds a Master’s in International Human Rights Law from Oxford University and Master’s in International Relations and Bachelor’s in Mass Communication from University of Liberia.

Liberian Woman Appointed to Assistant Secretary General Level

Liberian Sara Beysolow Nyanti, currently the Resident Coordinator of the UN operations in Nepal, has been appointed by UN Secretary-General António Guterres as his new Deputy Special Representative in the United Nations Mission in South Sudan. The triple function role, which is at the level of Assistant Secretary-General, will put Mrs. Nyanti in charge of the UN’s entire development and humanitarian programmes in South Sudan, Africa’s youngest republic. She will be leading the UN’s efforts for the establishment and strengthening of systems and structures for development across all sectors of the country including recovery and stabilization strategies. Before her appointment, she served in various capacities of responsibility within the UN organization, including leadership roles in the UN agency, UNICEF.

Mrs Nyanti played a mission-critical role in leading the UNICEF largest and most complicated humanitarian operations in the world in Yemen, which was in the throes of a civil war. Her appeal to the world’s conscience in helping the children and women of Yemen who were in dire straits during the civil war was carried live on Al Jazeera, MSNBC, BBC and a host of social media platforms.

Additionally, she established a system for paying cash benefiting almost 9 million people in Yemen and managed hundreds of millions of dollars in the process. This model is being replicated in Afghanistan.

In Liberia, Nyanti is a renowned Baptist Reverend who has implemented community activities in Montserrado, Margibi and Grand Bassa County. She has established Learning Huts for Adolescent girls, which ensure that female teachers and female counsellors are available to teach girls 10-19 years of age in their communities to provide them with a safe space to prevent rape and other forms of violence.

1) Give lip service to African Union mediation between the Government of Ethiopia and the terrorist TPLF.

2) Buy off African leaders to apply pressure on Ethiopia.

3) Use the AU as a weapon to pressure Ethiopia.

4) Seek observer and facilitator status during the ceasefire negotiations.

5) Offer to underwrite the entire negotiation process by pledging to commit funds.

Ceasefire is easier said than done

Biden (Susan Rice) talks about a ceasefire. But they are willfully clueless. With ceasefires, the devil is in the details, a fact that should be as clear as a day in hell to Susan Rice, the DUCHESS OF DARKNESS. Anyone who has studied ceasefires knows they are exceedingly complex processes with a near certain degree of failure.

The data is compelling. For instance, in Ukraine there were 4 ceasefires that led to new offensives. In Yemen, of 9 ceasefires 7 led to offensives. In Syria, out of 20 ceasefires, 19 led to new offensives. In South Sudan, between 2014 and 2020, there were numerous ceasefire agreements which failed leading to new offensives.

Biden and Susan Rice know full well the TPLF will honor no ceasefire agreements. Certainly, the Ethiopian Government knows as sure as the sun will rise tomorrow that for the TPLF agreement is not worth the paper it is written on.

Ceasefire agreements are a can of worms

Ceasefire negotiations and agreements are perilous and problematic issues. Ceasefires almost always fail because of complex issues related to

1) Command and control for ceasefire implementation;

2) Demobilization and disarmament of combatants;

3) Designation of independent monitors (agreement on which countries will supply monitors);

4) Rules of engagement;

5) Composition of verification teams;

6) Establishment of process for presenting breach of the agreement complaints;

7) Establishment of neutral and independent investigative bodies for breaches of ceasefire terms and conditions;

8) Modalities for the exchange of information by opposing forces on troop movement, training exercises and so on;

9) Integration of force elements from combatants; and

10) One-upmanship to take advantage of the each other’s political and military weaknesses, among others.

The fact of the matter is coming to a ceasefire agreement and implementing it will take many months (under the most idea circumstances), which will provide the TPLF an opportunity to rebuild its military capacity while handcuffing Ethiopia from taking action to eliminate the TPLF terrorist threat.

Let there be no mistake! The Biden administration is not interested in a ceasefire. It is interested in using ceasefire negotiations as a TROJAN HORSE to trick and bamboozle the Ethiopian Government into dropping its guard while allowing the terrorist TPLF to sneak into power stealthily.

It is interested in using a ceasefire to facilitate rebuilding and strengthening of the TPLF’s military might so that it can continue its terrorist war in Ethiopia until it is restored to power. The terrorist TPLF is not interested in negotiations. It is interested in using negotiations to buy time and destroy its opponents.

If there is a ceasefire, the TPLF will have to face the fire and fury of the people Tigray for the needless deaths of their children in a pointless war and the suffering they endured over the past 10 months!

I have demonstrated the TPLF’s 11 doctrines of “dialogue” and “negotiations” in my commentary, “Negotiating with the TPLF is Negotiating with the devil.” The fact of the matter is that the TPLF has always, always played zero-sum negotiation games. They must win negotiations 100 percent of the time. They sneer at good faith bargaining, negotiation, compromise and conciliation. Negotiation for the TPLF is about one-upmanship. It is about hoodwinking and crushing their adversaries.

Biden (Sleazy Suzie’s) Hail Mary pass with economic sanctions

Desperation is driving Biden’s (Susan Rice’s) policy in Ethiopia. Sleazy Suzie has run out of options. Sleazy Suzie has her man Friday Jeffrey Feltman running from the Emirates to Saudi Arabia to Djbouti and now to Turkey begging the leaders of these countries to pressure Ethiopia to negotiate with the TPLF terrorists. Nobody wants to talk to Feltman because everyone knows he is Sleazie Suzie’s gofer.

Sleazy Suzie is coordinating action in Congress to for a declaration of genocide. (Who gives a damn whether Biden declares genocide or not!) Biden and rice know they have crossed the red line on the green, yellow and red flag. That is what all the sanctions sound and fury is all about.

To paraphrase Shakespeare, Biden is… a walking shadow, a poor player who struts and frets his hour upon the world stage And then is heard no more: it is an economic sanction Issued against Ethiopia by an idiot, full of sound and fury, signifying nothing.

Sleazy Suzie has tried to use Biden to delegitimize the elections and PM Abiy’s leadership. It failed. Sleazy Suzie has tried to use the Western press-titutes to demonize and ostracize Ethiopia. It failed. Sleazy Suzie has tried to get the UN Security Council to sanction Ethiopia. She was laughed out of the hall. Sleazy Suzie has tried to bully, intimidate, threaten and harass the Ethiopian Government. It has failed miserably.

Now, Sleazy Suzie is threatening MOAS (Mother of All Sanctions).

This Month in the Security Council – September 2021

In the month of September, the Security Council conducted most of its work tin-person, while a few agenda remained virtual due to the COVID-19 pandemic. Our delegation continued to work closely in the “A3+1” configuration with our African brothers and sisters (Niger, Kenya, and Tunisia) on many country-specific and thematic issues.

1. United Nations General Assembly (UNGA): The 76th session of the UNGA opened in September, with the annual General Debate taking place from 21 to 25 September and 27 September. This year, the theme of the General Debate was “Building resilience through hope – to recover from COVID-19, rebuild sustainably, respond to the needs of the planet, respect the rights of people, and revitalize the United Nations”. It was conducted in a hybrid fashion, due to the COVID-19 pandemic. Heads of State or Government elected to either deliver their statement live from the podium in the General Assembly Hall, or via pre-recorded statement. Prime Minister Dr. The Honorable Ralph E. Gonsalves’ pre-recorded statement was delivered on Saturday 25 September.

2. Afghanistan: The A3+1 remains deeply concerned by the humanitarian situation and highlighted the need for dialogue and participation of women, youth and ethnic minorities. We encouraged regional countries to enhance cooperation in order to create more stable conditions to promote peaceful settlement in Afghanistan and regional security. The A3+1 reiterated full support for the UN personnel deployed and efforts by neighbouring countries in hosting large numbers of Afghan refugees. Our delegations reiterated our unwavering solidarity with the people of Afghanistan during these uncertain times.

3. Climate Change: At a high-level Open Debate on Climate and Security SVG emphasized the need for the Security Council to address the security implications of climate change. We underscored that as the foremost way to avert climate-driven security risks is still significant mitigation action, major and historical emitters must honour their commitments made under the Paris Agreement and act to keep temperature rise to 1.5° Celsius above pre-industrial levels. SVG further emphasized that it is also crucial that developed countries meet Overseas Development Assistance commitments and provide greater support for climate adaptation and mitigation as part of a strategy to avert climate-related security risks. Scaled-up support to conflict-affected countries through concessionary loans, debt relief, and quick impact projects should also be provided to alleviate some of the challenges encountered.

4. The Situation in Libya: SVG maintained support for the United Nations multitrack process in Libya and the very important work of the African Union, the League of Arab States, the European Union and other international partners in advancing the political process. We also underscored the importance of respecting Libya’s sovereignty, independence and territorial integrity. Libya is expected to hold critical national parliamentary and presidential elections in approximately three months. Our delegation reiterated concern about the human rights situation, especially the challenges facing the most vulnerable, specifically refugees and migrants, internally displaced persons, youth, women and girls.

5. Comprehensive Nuclear-Test-Ban Treaty (CTBT): The A3+1 recognized the 25th anniversary of the opening for signature of the Treaty and reaffirmed our commitment to upholding the global norm against nuclear testing. The Caribbean and Africa have, through meaningful action and partnership, remained unwavering in our call for the total elimination and non-proliferation of nuclear weapons and nuclear testing. Our delegations underscored that a world without nuclear weapons is fundamental for the fulfilment of the legitimate aspirations of humanity such as peace, security and development

Scores of Yemen refugees arrive in Somalia

Scores of Yemeni refugees, mostly women, and children, arrived in Somalia’s coastal city of Bosaso, Somali authorities announced on Wednesday, according to the Yemen Shabab, an independent website.

This is the third boatful of Yemeni refugees to arrive in Somalia. It had 164 families on board.

Somali authorities said that the refugees will undergo medical checkups before they are distributed between the cities of Bosaso and Qardho.

Bosaso is home to the largest Yemeni community in the country due to its proximity to Yemen.

Impoverished Yemen has been beset by violence and chaos since 2014, when the Houthis overran much of the country, including the capital, Sanaa. The crisis escalated in 2015 when a Saudi-led military coalition launched a devastating air campaign aimed at rolling back Houthi territorial gains.

The war, in which the United States (US) and the United Kingdom (UK) back the Saudi-led coalition, has killed more than 100,000 people and pushed millions to the brink of famine, according to the United Nations (UN) official data.

Somalia on Sunday accused the United Arab Emirates (UAE) of violating international law by belittling Somalia’s government as “interim” and seeking to sow violence.

A Saturday UAE statement on recent clashes in the country also violates bilateral fellowship, Osman Dubbe, Somalia’s information minister, told a press conference in the capital Mogadishu.

“The UAE statement is inconsistent with international diplomacy, brotherly relations between the two countries, and Arab culture,” said Dubbe.

“The United Arab Emirates wants Somalia to be like Yemen and Libya and wants to create in Somalia displacement, violence, and backwardness, and that is something the Somali people are wary of,” he added.

Commenting on recent clashes between Somali government forces and opposition groups, the UAE statement accused Somalia of using excessive force against civilians and called its government an “interim government.”

Separately, Somalia accused opposition presidential candidates led by former President Sharif Sheikh Ahmed of pursuing “illegality” in the guise of peaceful protest.

“Presidential candidates chose to circumnavigate the process in order to pursue a path of illegality and armed insurrection disguised as a peaceful demonstration guaranteed under our constitution,” said a Somali Foreign Ministry statement, also warning unnamed foreign actors against making “misleading” statements that at times “appear to be supporting insurrection.”

Kenya among list of human trafficking hot spots in the world

NAIROBI, Kenya, Feb 8 – Kenya is among the 148 countries where more people are at risk of becoming victims of human trafficking, according to the latest report by the United Nations Office of Drugs and Crime (UNODC).

The increase in human trafficking is attributed to the vulnerability of victims reeling in the economic meltdown caused by the coronavirus pandemic which has brought the world almost to a halt since last year.

The UNODC Global report on trafficking in persons released on February 7, notes that 50,000 people were trafficked to different destinations between 2017 and 2018 with projections of an upsurge of victims made vulnerable due to massive job losses, increasing levels of poverty and the harsh economy necessitated by the pandemic.

“The sharp increase in unemployment rates brought about by the COVID-19
pandemic is likely to increase trafficking in persons, particularly from countries experiencing the fastest and most persistent drops in employment. Job seekers from these countries are likely to be more willing to take high risks in the hope of improving their opportunities,” the report states.

Though, the increase doesn’t show if it is an increase in human trafficking or due to increased detection and reporting of trafficking, the number of perpetrators charged for such offences considerably shot up.

According to the report, trafficking syndicates vary from organized groups to individual criminals with the later taking a lead based on the number of suspects charged for human trafficking which shows that 142 and 148 people were arrested for trafficking in 2017 and 2018 respectively. Out of the 142 suspects, 68 were convicted in 2017 and 61 in 2018.

Majority of those convicted for human trafficking were Ethiopians who had trafficked 227 victims followed by Nepalese taking responsibility for 21 victims, Libyans (13), Indians (9) and then South Sudan (7).

Majority of victims of trafficking found in Kenya were Ethiopians which is also a destination country for victims from Uganda. The report further found that Kenyans are trafficked to the Maldives.

Saudi Arabia as a destination country has majority of victims from Yemen and high numbers from Ethiopia, Kenya and Somalia with an indication that victims from East Africa form 41% of victims trafficked to the Middle East for forced labour and sexual exploitation.

In the report, UNODC cites increased vulnerability among children in low-income countries with estimates that they account for almost half (46%) of the victims of human trafficking. According to the report children are ‘trafficked mainly for sexual exploitation, forced criminality or begging’.

Majority of the victims are trafficked for sexual exploitation (50%), while those trafficked for forced labour follow closely at 38% and others for criminal activity, begging, forced marriages and organ removal.

Women constitute the highest number of victims trafficked for labor exploitation and are exposed to ‘multiple forms of exploitation and violence including sexual, physical, and psychological abuse.’

Last year, Kenyan Civil Society Organisations (CSOs) raised a red flag over new tactics employed by traffickers to lure victims during the coronavirus pandemic. Trace Kenya Executive Officer, Paul Adhoch, expressed concerns that the unfolding global economic recession that came with the pandemic would see an increase in the number of victims yearning for an escape from joblessness.

ADDIS ABABA—Ethiopians should stand in unison irrespective of religious and ethnic differences in a bid to foil the hidden –hand agendas of enemy quarters in relation to Ethio- Sudan border issues, said a Researcher.

Ethio-Arab Countries Relations Researcher Assistant Professor Adem Kamil said that in history, Sudan has never thought of Ethiopia’s wellbeing, but Ethiopia has always been optimistic about its neighbors. “If one refers to documents written in Arabic language, they can understand the hidden agenda of Sudan against Ethiopia which is a clear signal for Ethiopia meticulously watch out regarding its relation.”

Though there is a border dispute with Sudan, the Ethiopian government should not be pampered in war prior to well exploiting all diplomatic alternatives, he said.

Concerning the border issue, Ethiopia and Sudan have been making deliberations for the last 25 years. So, there is nothing pushing them to engage in border conflict. Sudan has assumed that Ethiopia lost much of its artillery and got weakened due to the war held with TPLF junta. After Sudan occupied Ethiopia’s land, over 1,700 farmers were displaced from their villages, he added.

Many Sudanese recognized that Ethiopian has played a great role in helping them protect their country from being disintegrated like Libya, Syria and Yemen. “If we want to interfere in their internal affairs, we can do so, but it is not compulsory as we are neighboring countries that that have to strengthen cooperation in many respects.”

The Conflict arises in Sudan Darfur again, the public rally held every other day, and the high rate of inflation, the ever increasing foreign debt will push Sudan to a difficult situation unless they are very careful, as the saying goes, “Those who live in glass houses shouldn’t throw stones on others.”

The border issue should be solved through intensive dialogue. Since the demarcation point set by colonial powers has not been accepted by Ethiopia, the two countries should solve border issues through dialogue.

Some Egyptians communicate with Sudan and toil on the way of relocating Sudanese to Benishangul Gumuz State of Ethiopia thereby impeding the Grand Ethiopian Renaissance Dam (GERD). Here, Sudan’s move should not be seen positively.

Ethiopia has more than 2,000 peacekeeping forces operating as peace keeping missionaries in Africa, “ If we want to engage in war, no doubt we can courageously end it. Sudan has now made diplomatic efforts in Africa, Europe and Gulf States so as to label Ethiopia as a liable state in their eyes. If Sudan is militarily empowered, it should regain the land taken by Egypt first.”

As Sudan and Egypt have tried to isolate Ethiopians in ethnicity and religion, Ethiopians have to be careful from creating loopholes that are conducive to our strategic enemies to make their dream a reality. We have also to assign vibrant diplomats who can communicate effectively in Arabic. It is time to stand in unison.

“We have to wake up. GERD is ours, its issues should not be left solely to the government; rather is demands the combined effort of the over110 million people as it is the property of all that would bring citizens from the vicious circle of poverty.”

Egypt is behind the border dispute between the two countries, he said adding that as Gulf countries have great respect Islam, they could not accept Egypt’s diplomatic move.

“Arab countries will face food insecurity and water shortage after the era of COVID 19. If we are working hand in glove, we will sell one liter of water for a dollar.”

What makes Sudan and Egypt bother the most is, if the dam comes into real being, investors who are invested in their countries turned faces to Ethiopia as the country would have ample and untapped resources. However, Ethiopia has the right to develop its resources, rent and sell, he added.

Liberian woman gets top UN job

Madam Sara Beysolow Nyanti, the highest ranking Liberian in the United Nations system has been appointed UN Residence Coordinator in Nepal, with host Government’s approval. Ms. Nyanti was appointed on 6 January, United Nations Secretary-General António Guterres.

She brings more than 20 years of experience in development and humanitarian work to the position, which she has acquired from assignments around the world with the United Nations and externally.

Within the Organization, she most recently served as Representative of the United Nations Children’s Fund (UNICEF) in Yemen, where she set up programmes that provided cash assistance to nine million people, after occupying a similar position in the Gambia. She also held leadership positions across the United Nations in Jordan, Namibia, Nepal and Nigeria, working in multiple sectors and agencies on key issues such as Ebola response coordination.

Prior to joining the United Nations, Ms. Nyanti worked as her country’s Director of the National AIDS Control Program in the health ministry. She authored the first Global Fund for AIDS, Tuberculosis and Malaria funding for the national AIDS response of Liberia and led the development and subsequent legislation of the national AIDS policy, guidelines and law.

She holds a master’s degree in public administration and is a globally accredited Partnership Broker.
