Wided Zoghlami vient de réaliser son premier long métrage documentaire « Fathallah TV », actuellement sur nos écrans. Pour nous parler de cette première aventure, elle nous a accordé cet entretien.

Quand est-ce que vous avez commencé à tourner Fathallah TV… C’est un documentaire qui a tout de même pris beaucoup de temps …

J’ai commencé en 2007 à faire ce documentaire. A l’époque, ce n’était pas facile de faire ce genre de film sous le régime en place. C’était un tournage « sous le manteau » comme on dit. Ça m’a demandé également plus de temps parce que j’étais à la recherche d’un producteur. En 2016, je me suis rendu compte que le matériau filmé aura bientôt dix ans et qu’il fallait reprendre le tournage du film et faire un bilan sur cette décennie.

Il y a deux axes dans le film : l’histoire de ces jeunes musiciens qui vivent dans le quartier de Fathallah et votre propre récit, celui qui parle de votre personne. C’était un choix depuis l’écriture ou c’est venu en tournant ?

C’est plutôt le film qui a imposé mon personnage et mon récit personnel… C’était dans un élan de recherche de sincérité. J’étais devenue un élément de la vie de ces jeunes, j’étais dans leur quotidien au point que je suis devenue un personnage. Cela dit, dans le film j’ai essayé de ne pas avoir le même poids que les autres, c’est pour cela que j’ai fait seulement quelques apparitions entre images et voix–off. De plus, sur ce tournage, il y avait mon ombre qui planait et pas celle de la réalisatrice. Il fallait intégrer ce point de vue pour être sincère.

C’était difficile d’harmoniser l’axe de l’histoire avec votre propre récit ?

J’ai essayé de doser au maximum et de cibler au maximum ce que je voulais dire par ma présence.

C’est difficile de réaliser un premier documentaire en Tunisie ?

En Tunisie oui ! Déjà pour réaliser un film, tout court, c’est difficile ! Mais j’ai eu la chance d’avoir Riadh Thabet comme producteur en 2016, il m’a beaucoup soutenue.

C’est votre premier documentaire : que vous a-t-il apporté sur le plan personnel ?

Ce documentaire est en fait un bout de ma vie ! Pour moi, il est spécial et je n’en ferai aucun autre comme celui-ci. J’ai appris aussi que dans la vie, le fait d’être entêtée n’est pas mal….

Que vous a-t-il appris sur la société tunisienne ?

C’est qu’on vit dans une société qui empêche les jeunes de rêver ou de réaliser leurs rêves. C’est dommage qu’il y ait des millions de jeunes qui n’arrivent pas à se projeter dans l’avenir. Je trouve que c’est une société très oppressante pour la jeunesse. Il n’y a pas d’horizon en vue…

Tunis | Inauguration de la plus grande fresque murale

Le 15 septembre 2020, jour J pour le collectif « Blech Esm », fortement pris depuis un mois et demi par la concrétisation de cette fresque murale d’ampleur au Passage de Tunis, à l’intersection de la rue Borj Bourguiba et la rue du parc.

Au programme de l’ouverture, un point de Shooting de 10h jusqu’à 17h.
Et à 12h00, un point de presse et un débat ont eu lieu sur place sur l’importance de l’art dans les cartiers populaires.

« Blech esm » est un collectif d’artistes et de peintres spécialisés dans les fresques murales et toutes autres activités artistiques liées à la peinture.

Ce projet finalisé est baptisé « The largest Fresco in Tunisia », et qui représente selon le collectif la plus grande fresque murale située sur le territoire tunisien.

Cette aventure a donné un nouveau souffle au quartier populaire situé aux alentours du Passage.

L’initiative a été soutenue à l’occasion, par les habitants et commerçants du quartier et organisé en partenariat avec Mawjoudin, By Lehwem, Irtiqae, Chemin de la dignité, Chanti Kamel Lazaar Foundation et Intigo.

Des partenaires qui leur ont permis de laisser libre arbitre à leur imagination dans l’accomplissement de cette œuvre, comme cité dans la présentation du projet. Nous y reviendrons !

Festival de Venise 2020 : Des cinéastes d’Afrique et du Moyen-Orient en vue

« The Blue Inmates » remporte le prix du festival du film d’El Gouna et « Harvest » remporte le prix officiel du jury lors de la 8e édition de l’atelier à Venise.

Le 8e atelier Final Cut à Venise s’est tenu du 7 au 9 septembre pendant le 77e Festival international du film de Venise. L’atelier Final Cut à Venise offre des opportunités pour six projets de films en phase de production par des cinéastes d’Afrique et du Moyen-Orient, pour faciliter les processus de post-production et renforcer les partenariats entre ces projets et les marchés du cinéma.

Le Festival du film d’El Gouna (GFF) continue de s’appuyer sur les collaborations qu’il a initiées pour autonomiser les cinéastes arabes, promouvoir des projets et des films à différentes étapes et améliorer les opportunités de coproduction et de distribution, en particulier en dehors du monde arabe.

Dans le cadre de ces collaborations, GFF, en partenariat avec l’atelier Final Cut à Venise, offre un prix en espèces de 5.000 $ US et une invitation à participer à la plateforme industrielle CineGouna de GFF pour un projet arabe. Le lauréat du prix de cette année est «The Blue Inmates» (Lebanon) de Zeina Daccache. Comme le Code pénal libanais stipule que les délinquants «aliénés» doivent être incarcérés jusqu’à ce qu’ils soient «guéris», le film dépeint les histoires de ces délinquants à travers les yeux de détenus «normaux» de la prison de Roumieh qui ont joué le rôle de leurs codétenus malades mentaux dans un pièce de théâtre. Le film a également remporté un prix en espèces de 5.000 € de l’Organisation internationale de la francophonie.

«Ely Dagher’s Harvest» (France, Liban, Belgique, Etats-Unis) a remporté le prix officiel du jury du meilleur film en post-production et des prix totaux d’une valeur de 25.000 €. Le film suit Jana qui rentre chez ses parents au milieu de la nuit après avoir été à l’étranger et déconnectée pendant un moment. Elle se retrouve dans un environnement familier mais étrange sans autre choix que de s’immerger complètement dans la ville qu’elle avait autrefois hâte de quitter. «Harvest» a été choisi comme meilleur projet en développement, recevant un certificat CineGouna Platform et un prix en espèces de 15.000 $ US, ainsi que 15.000 $ US de la Fondation Drosos lors de la 3e édition de CineGouna Platfrom. Le film a également été sélectionné parmi les films du CGP en post-production cette année.

Enfin, «Soula» (Algérie, France) de Salah Issaad a remporté des prix d’une valeur de 54.000 €.

Territory added to EU ‘grey list’

The Virgin Islands has been added to the European Union’s “grey list” along with nine other jurisdictions in the Caribbean and elsewhere, the EU Council announced after its meeting on Feb. 24.

Besides the VI, the EU added the Bahamas, Belize, Bermuda, Israel, Montserrat, Russia, Tunisia, the Turks and Caicos Islands, and Vietnam, bringing the total list up to 25 jurisdictions.

Although the inclusion does not mean that any penalties or sanctions will be levied against the territory, according to the EU, the move represents a significant setback after the territory rushed through economic substance legislation at the end of 2019 in order to meet EU requirements on tax reform.

In a Feb. 24 press release, the EU Council said that the list reflects “ongoing EU cooperation with its international partners and the commitments of these countries to reform their legislation to adhere to agreed tax good governance standards.”

The countries on the grey list are working toward meeting the EU’s tax standards, the release stated.

According to the EU, criteria for the list cover tax transparency, fair taxation and preventing tax base erosion and profit shifting. The organisation called implementation of the list a “dynamic process,” and noted that the next revision is scheduled for October of this year.

Anguilla, Botswana, Costa Rica, Dominica, Hong Kong, Jamaica, Jordan, Malaysia, North Macedonia, Qatar, the Seychelles, Thailand, Turkey and Uruguay were previously added and remain on the grey list.

The blacklist, which remained unchanged after last month’s announcement, currently includes American Samoa, Fiji, Guam, Palau, Panama, Samoa, Trinidad and Tobago, the United States Virgin Islands, and Vanuatu.

VI response

At a press conference late last month, Premier Andrew Fahie urged onlookers not to view the move as a censure of the territory.

He said the grey-listing meant the VI has “substantially met all international tax standards set out by the EU, but that ongoing improvements are being made to implementing tax good governance.”

As a result, he said, it has been grey-listed while it implements policies and procedures in the territory’s Country-by-Country Reporting framework.

“No defensive measures flow from being on such list and the BVI is still a cooperative jurisdiction,” he said. “Once the BVI meets these commitments, it will be removed from the annex.”

He added that the territory “takes its international obligations seriously” and had already been finalising the necessary steps to ensure successful implementation of the recommendations.

This week, BVI Finance CEO Elise Donovan directed queries to the Premier’s Office. Director of Communications Dr. Arliene Penn said, “BVI’s addition to EU’s Annex II is a positive rating for us because it acknowledges that BVI is a cooperative jurisdiction that has implemented measures (in the case of the Country-by-Country Reporting) in accordance with the high international standards prescribed. The BVI remains highly committed to the transparency and international cooperation agenda.”

The EU has hinted for some time that it would seek to modify its requirements for the list, the latest iteration of which was announced last October.

In February 2021, the European parliament passed a resolution calling for a measure that would automatically blacklist British territories like the VI, the Cayman Islands and the Channel Islands that have a zero percent corporate tax rate — and that now have a weakened voice in the EU in the wake of the United Kingdom’s split from the organisation.

The resolution did not mention the VI at the time, but it came before the revelation that nearly two-thirds of companies named in the far-reaching Pandora Papers investigation last year were based in the VI.

Panama, which is already on the EU blacklist, was host to the second highest number.

World response

Meanwhile, the EU Observer reported late last month that tax-reform campaigners are already applauding the news.

Chiara Putaturo, a campaigner with the non-profit Oxfam, praised the move, but complained that the Cayman Islands was not included.

“If the [new] grey-listing … is confirmed, we will see some real tax havens finally at risk to be blacklisted [in the future],” she said. “However, there are still other tax havens that are left off the hook, … such as the Cayman Islands, because the criteria remain weak.”

History

As in other OTs, leaders in the VI have long criticised the EU’s blacklists as arbitrary and misleading, maintaining that the territory’s financial services industry is tightly regulated in keeping with international standards.

Nevertheless, the VI was grey-listed along with other jurisdictions in 2017. In March 2018, the EU concluded that the VI, the Bahamas and Cayman needed further technical guidance from the EU and had until the end of 2019 to adapt local legislation, which resulted in the Economic Substance Act being rushed through the House of Assembly in late 2018.

Thanks to this move, the VI was white-listed, alongside 16 other jurisdictions, in February 2020.

Caribbean countries that live in fear of being blacklisted by the European Union should band together and take legal action, according to Barbados-based economist and Caribbean policy expert Marla Dukharan.

“I felt like there should be some legal recourse that should be pursued collectively,” Ms. Dukharan said on Feb. 23 on the regional livestreamed show “Territories Talk,” hosted by Shaina Smith-Archer, chairwoman of the BVI Chamber of Commerce and Hotel Association.

The EU blacklist often comes under fire in the VI for being a moving target.

Ms. Dukharan said it is also unfair. EU member states such as the Netherlands and Ireland are “well known for their extensive money laundering and tax evading activities,” but have never been included on any EU blacklist, she said.

To her, this suggests Eurocentrism or even racism, and perhaps an effort to undermine countries that are “eating part of their pie,” she said of the EU.

Grey-listed

In February, the territory was added to the EU’s “grey list,” along with nine other jurisdictions in the Caribbean and elsewhere.

The standards for inclusion on the EU lists have frequently changed, and Ms. Dukharan pointed out that the European Parliament itself has noted problems with the selection process.

In 2021, the legislative body proposed that the tax regimes of EU member states be scrutinised along with the rest of the world and subject to blacklisting if they don’t measure up.

“That tells you that you have a legal leg to stand on, because they, the policymakers, have acknowledged that we are not applying our own standards to our own member states, and that’s not fair,” she said. “Why is it that our countries have not come together, found a law firm that will represent us collectively, and taken them to court over this action?”

Fighting back

She added that even a statement from the Caribbean Community condemning the actions of the EU is simply “not strong enough.”

“I think if all of the countries came together from the Pacific and the Caribbean and agitated and protested, I think that there is a chance,” she said. “For example, if you appeal to the United Nations, you appeal to the World Trade Organisation, somebody is going to hear you. But when each individual little tiny micro state appeals individually, it is just white noise.”

She also recommended that countries that object to the blacklist expel EU ambassadors.

“The second thing I think we need to do is take diplomatic action,” she said.

With changing criteria, she noted, even countries that have satisfied the Financial Action Task Force and Organisation for Economic Cooperation and Development standards still run the risk of being blacklisted.

“But we don’t have the courage to do these things because we are small and we are insecure maybe,” she said.

Current list

Bologna and Gambia star Musa Barrow’s 71-minute goal puts the Scorpions in the quarter finals of the Africa Cup of Nations (AFCON) as they beat one of the tournament’s favourites Guinea Conakry by 1-0.

An excellent finish from a smooth pass from Yusupha Bobb was enough for Barrow who has been one of the best players in the tournament yet—contributing a goal in all four matches the country played so far. His splendid performance has earned the Man Of The Match for the second time.

Gambia who are one of two debutants in the continent’s flagship tournament have made history by reaching this stage for the first time trying.

The lowest-ranked team at the Afcon grabbed their famous win and continued their unbeaten run in the Afcon.

Coach Saintfiet made changes to the team that started Thursday’s 1-0 defeat of Tunisia. Sulayman Marreh and Ablie Jallow returned, while Modou Barrow, Saidy Janko, and goalkeeper Baboucarr Gaye kept their positions. Ebrima Darboe made his first start of the competition.

Yusupha Njie was given a red card in his debut match and Guinea’s Kante sent off in the last seconds.

Before the game started, the Scorpions suffered a huge blow with players being pulled out of the match-squad.

“Ibou Touray just pulled out of the game. Together with Noah Sonko and Saidy Janko, all three have food poisoning and cannot play. In comes his place is Dawda Ngum for his first appearance for the tournament. Because it’s a late withdrawal, it means Gambia has just used one of its five substitutes,” the Gambia Football Federation (GFF) announced on its Facebook platform.

Also, ahead of the game, GFF President Lamin Kaba Bajo announced that each member will be given $10,000:00 if they win the match.

Individual COVID-19 preventive measures, such as handwashing and wearing masks, mark the path forward in protecting people while vaccine efforts scale up

NEW YORK, 17th December 2021 -/African Media Agency(AMA)/- As the Omicron variant dominates the COVID-19 news cycle, new research from the Partnership for Evidence-Based Response to COVID-19 (PERC) indicates that people in African Union Member States are overwhelmingly willing to get vaccinated. Across 19 countries, 78% of people surveyed by PERC indicated that they had been or were willing to get vaccinated.

However, as of November 2021, less than 7% of the African continent has been vaccinated. This gap between acceptance and coverage demonstrates a substantial unmet need and underscores the importance of consistent and predictable vaccine supply as well as increased support for vaccination programs in Africa. The latest PERC report considers why global vaccination efforts have been plagued by inequity, as well as the logistical challenges to vaccinating the African continent. The report further outlines the continued importance of preventive measures—particularly individual measures such as masking and social distancing—that minimize the social or economic harm that can occur when mobility, economic and social gathering restrictions are imposed.

“We must work urgently toward equitable access to safe and effective vaccines on the African continent,” said Dr. John Nkengasong, Director of the Africa Centres for Disease Control and Prevention. “The PERC data show that demand for vaccines is substantially higher than supply.”

At 78%, vaccine acceptance was higher than in the previous PERC survey fielded earlier this year (67%), which may indicate the success of risk communication campaigns. In five surveyed countries—Guinea, Morocco, Mozambique, Tunisia and Zimbabwe—acceptance was 90% or higher. Vaccine acceptance was high among both those who trusted their government’s pandemic response and those who felt COVID-19 posed a personal risk to them or to their country. Such high acceptance contradicts media reports suggesting that low vaccination rates across Africa are due to hesitancy.

Among the 20% of respondents who expressed vaccine hesitancy, the top reasons were: low risk perception (24%), not having enough information about vaccines (22%) and lack of trust in government (17%). The reasons for low risk perception are complex, but officials can take concrete action to address them. Offering more and better information to people about COVID-19 and vaccines through trusted sources, particularly health care providers, coupled with consistent and reliable vaccine supply, can further increase acceptance. Respondents’ top information sources included local health centers, television and radio.

A number of bottlenecks have contributed to the failure to achieve higher vaccination coverage. Unpredictable supply—in terms of volume, timing and shelf life—threatens countries’ ability to meet demand. When offered, vaccination is frequently inconvenient, requiring people to travel far distances or visit vaccination sites at inopportune times.

“I am heartened by the efforts of the African Vaccine Acquisition Trust (AVAT) and the COVAX facility to expand vaccine access,” said Amanda McClelland, Senior Vice President of Prevent Epidemics at Resolve to Save Lives, an initiative of Vital Strategies. “But there is still work to do. Vaccine donations sent too close to expiry dates, for example, leave countries unable to launch effective vaccination campaigns.”

COVID-19 preventive measures remain crucial to mitigate the health impact of the virus. PERC researchers analyzed what influences support for and adherence to such measures and found that individual actions—handwashing, mask-wearing and social distancing—all garnered support from at least 90% of survey respondents. Such high support suggests that these key measures can continue to be effective strategies for reducing COVID-19 transmission.

Preventive measures restricting gathering or movement received less support. Unemployment and food insecurity were widespread among survey respondents and made adherence to restrictive community measures a challenge. PERC researchers concluded that such measures should be targeted to specific, high-risk populations as needed to minimize harm.

Income loss also may have had an adverse impact on access to essential health services. Cost and affordability were cited as the primary obstacles to receiving care. Declines in the number of health visits have likely contributed to declines across key health indicators. PERC researchers advocate for urgent investment to stabilize health systems and regain progress lost during the pandemic.

“The PERC data enable policymakers to both save lives and minimize impacts on livelihoods,” said Dr. Tom Frieden, President and CEO of Resolve to Save Lives, an initiative of Vital Strategies. “The global community has an opportunity to invest in health care workers and public health infrastructure to support vaccine delivery and COVID-19 care and prevention in the near term, and also repair and restore health service delivery disrupted by COVID-19 for the long term.”

Based on their findings, PERC authors recommend:

· The global community should support AU Member States in supplying vaccines at a better coordinated and more systematic pace to allow broader, more effective and equitable distribution. Resources and expertise to support vaccine delivery must be part of the supply machinery to ensure coverage.

On January 28, 2022, CNN Travel published an online article describing how different countries "enjoy the first meal of the day". "Breakfast Around the World: How Different Places Start the Day" highlighted traditional breakfast items from 21 countries, hoping that readers "learn about the delicious diversity of our world's breakfast cultures".

Of the 21 countries listed, Jamaica is the only Caribbean nation.

Though the paragraph misses the mark on its description of ackee (we need to stop this scrambled eggs comparison) and calling Scotch bonnet pepper chillies, it's great to see Jamaica on the list. These listicles, though wildly popular, do play a role in educating newbies to world cuisine.

Brazzaville, Congo, Oct 1 – Just two percent of the population, or less, have been fully vaccinated against coronavirus in half of the countries in Africa, the World Health Organization said on Thursday.

Fifteen of the continent’s 54 nations have managed to vaccinate at least 10 percent of their people, achieving the global goal for September 30, set in May by the World Health Assembly, the world’s highest health policy-setting body.

“The latest data shows modest gains but there is still a long way to go to reach the WHO target of fully vaccinating 40 percent of the population by the end of the year,” said Richard Mihigo, the World Health Organization’s vaccination coordinator in Africa.

Shipments of the vaccine have been increasing “but opaque delivery plans are still the number one nuisance that hold Africa back,” said Mihigo.

A total of 23 million vaccine doses arrived in Africa in September, a 10-fold increase from June.

Half of the 52 African countries that have received COVID-19 vaccines have fully vaccinated just two percent or less of their populations, the WHO said.

Most of the African countries that have met, or bettered the 10 percent goal have relatively small populations.

The islands of Mauritius and the Seychelles have managed to fully vaccinate over 60 percent of their populations, according to the WHO data.

In Morocco, 48 percent of the population have received two Covid-19 jabs while the figures are above 20 percent in Tunisia, Comoros and Cape Verde.

“All these countries have enjoyed sufficient supplies of vaccines, and many could access doses from separate sources in addition to those delivered through the global Covax facility,” the WHO said.

Covid-19 case numbers in Africa dropped by 35 percent to just over 74,000 in the week to September 26.

Almost 1,800 deaths were reported across 34 African countries in the same period.

“Despite the declining case numbers we must all remain vigilant and continue to adhere to the proven public health and safety measures that we know save lives, such as wearing a mask, washing our hands regularly and physical distancing, especially while vaccination rates remain low,” Mihigo told a virtual press conference.
