A lack of adequate financing for tackling climate change in Africa has become dire and is “choking” the continent, African Development Bank Group President Dr. Akinwumi Adesina said on Monday.

He was addressing scores of journalists from Africa and around the world at a media lunch organized to kick off its 2023 Annual Meetings in the Egyptian resort city of Sharm El Sheikh.

Adesina called out developed nations for not honoring the $100 billion-a-year climate finance pledge they made to developing countries.

“Africa is being short-changed in climate finance. Africa is choking,” he told the journalists.

“Your role as the media is very important to help carry the news – the news of efforts being made, challenges being faced, and the fierce urgency of now in getting much-needed climate finance to Africa,” the Bank chief said.

The Bank Group’s Annual Meetings will allow the Bank’s Board of Governors, African leaders and development partners to explore practical ways of “mobilizing private sector financing for climate and green growth in Africa,” in line with the theme of this year’s meetings.

Adesina said the theme was chosen to draw attention to the urgent need for climate finance. “Anywhere you look in Africa today, climate change is causing havoc,” Adesina said.

“In the Sahel, hotter temperatures are drying up limited water, causing water stress for crops and livestock and worsening food insecurity.”

The Bank chief said that in vast areas of East and Southern Africa, and in the Horn of Africa, a combination of droughts and floods is causing massive losses of people and infrastructure, leading to rising numbers of refugees.

“There is still much to do, as Africa’s private sector climate financing will need to increase by 36% annually,” he said.

The African Development Bank is spearheading climate adaptation efforts across the continent and has devoted 63% of its climate finance, the highest among all multilateral development banks.

The Bank’s new Climate Action Window will support millions of farmers, enabling them to access climate-resistant seeds. The institution has also launched the Desert to Power initiative to develop 10,000 megawatts of solar power to benefit nearly 250 million people across the Sahel.

The Bank and the Global Center for Adaptation have launched the African Adaptation Acceleration Program (AAAP) to mobilize $25 billion to support Africa's adaptation to climate change. It has also established Alliance for Green Infrastructure (AGIA) in partnership with other institutions, to mobilize $10 billion in private investment for green infrastructure in Africa.

Adesina and the Bank Group’s operational vice presidents answered questions on the potential for using capital market instruments such as green bonds to back climate-related investments.

According to Bank estimates, Africa will need $2.7 trillion by 2030 to finance its climate change needs. Adesina said, “If Africa had that money, the Sahel would have electricity. If Africa had that money, we would recharge the Chad basin, which has provided livelihoods for millions of people in Chad, Nigeria, Niger and Cameroon. Everything will change in all those countries; we will green the Sahel. We will insure every single African country against catastrophic weather events.”

Adesina told the journalists, “Africa’s measured natural capital alone is estimated to be worth $6.2 trillion,” which, if well harnessed, can spur a more rapid economic growth and wealth generation.

He spoke about the Bank’s flagship Technologies for African Agricultural Transformation (TAAT) scheme that provides heat-tolerant seed varieties to increase yield in crops such as wheat. He gave the example of Ethiopia which is now self-sufficient in wheat production and plans to export the surplus to neighbouring countries.

Dr Adesina was accompanied by Vice Presidents Professor Kevin Urama, Dr Kevin Kariuki, Dr Beth Dunford, Solomon Quaynor, Marie-Laure Akin-Olugbade and Simon Mizrahi.

The Bank will on Wednesday launch its annual African Economic Outlook report, a flagship publication on the state of African economies.

SCORECARD: How Nigeria’s oil sector fared under Buhari as petroleum minister

As the Muhammadu Buhari eight-year reign ends on 29 May, Nigerians continue to reflect on the various challenges faced in the petroleum sector and how it affected their livelihood.

During the electioneering period in 2015, Mr Buhari and his party, the All Progressives Congress (APC), criticised the incumbent government of Goodluck Jonathan for failing to solve the country’s unending petroleum sector crises.

At the time, Mr Buhari made a series of promises to Nigerians, which include fixing the nation’s moribund refineries, passing the Petroleum Industry Bill (PIB) within one year, ending fuel importation, addressing the corruption in the subsidy regime, among others.

To achieve these objectives, six months after he was elected president in 2015, Mr Buhari appointed himself as Minister of Petroleum Resources, a move that many Nigerians said would engender transparency and accountability in the nation’s opaque oil sector.

Addressing some select reporters in New York at the time, Mr Buhari said, “I will remain Minister of Petroleum. I will appoint a minister of State for Petroleum”.

According to him, the step was taken as part of efforts to sanitise the country’s oil sector, which is said to be bedevilled by corruption, massive fraud and crude oil theft.

Although the PIB was passed under his administration, the sector faced different challenges, including fuel scarcity disruptions that caused suffering for many Nigerians while fuel subsidies continue to gulp huge resources.

Failed Promises

Fuel Subsidy Removal

Mr Buhari, before his victory in 2015, had consistently opposed the fuel subsidy regime under the Peoples Democratic Party (PDP). He also called for a reduction in the prices of petroleum products amidst efforts by the Goodluck Jonathan government to deregulate prices and end subsidy payments. He said there was no such thing as “subsidy” and dismissed it as a scam used by government officials to steal public funds.

Earlier in January 2012, Mr Jonathan’s administration had announced the removal of subsidies from petroleum products, thereby, adjusting the benchmark price of petrol from N65 to N141 per litre. The move triggered mass protests, known as #OccupyNigeria, as hundreds of thousands of Nigerians took to the streets.

Following the protest that lasted some days, the Jonathan administration was forced to reverse the fuel pump price to N97. Just before leaving office in 2015, it was further reduced to N87 per litre.

In his campaign promises, Mr Buhari assured Nigerians there would no longer be payments of subsidy.

In December 2015, Mr Buhari’s government began its move against subsidy by scrapping the Petroleum Support Fund and declaring an end to the era of subsidy payment. The president and the Minister of State for Petroleum at the time, Ibe Kachikwu, assured Nigerians that even with the removal of the subsidy, the price of petrol would remain as low as N85 per litre.

Mr Kachikwu said the government could no longer pay the subsidy due to the fraud tainting the scheme, adding that the government would channel its resources instead into getting the refineries up, and saving the trillions of naira past governments squandered on fuel subsidy payments.

However, Mr Buhari took the nation by surprise a year later when his administration suddenly increased the price of petrol to N145 per litre in 2016, with subsidy payment still in place. The government persuaded Nigerians to accept the increase.

When fuel queues resurfaced during the Christmas and New Year celebration of 2018, the Nigerian National Petroleum Corporation (NNPC) said the landing cost of petrol was for months about N171.40 per litre, which is N26.40 above the official pump price of N145.

At the time, the Nigerian National Petroleum Corporation (NNPC) and the fuel marketers traded blame on who was responsible for the scarcity, and it resulted in rising retail prices that averaged about N200 per litre in most states, except Abuja and Lagos where filling stations in the metropolis sold for N145.

In December 2018, it became evident that the government was quietly continuing with the subsidy regime and earmarked N305 billion for petrol subsidy in the 2019 budget proposal. But the administration did not admit it was paying for subsidy and introduced a new tagline for subsidy, calling it “under-recovery”.

“We have allowed N305 billion equivalent to one billion US dollars for under-recovery by the NNPC on Premium Motor Spirit in 2019,” Mr Buhari stated in his budget presentation speech to a joint session of the National Assembly.

How to own a home through federal mortgage bank’s new interest-free product

The Federal Mortgage Bank of Nigeria (FMBN) has provided more details about its rent-to-own mortgage housing that will attract no interest.

As against the previous seven per cent interest paid on an annual basis, the bank said it introduced the non-interest housing to encourage financial inclusion in the country.

According to a release by the spokesperson of the bank, Lawal Kauri, the disclosure follows the approval of the bank’s Board of Directors.

To access the housing, interested persons are advised to walk into any branch of the bank nationwide to apply at no cost. They must be contributors to the National Housing Fund.

According to Mr Kauri, houses will be made available instantly for applicants that have had their finances accessed to be able to fully pay.

The bank said the non-interest housing is designed to enable Nigerians to own their homes using a mortgage without engaging in an interest-bearing transaction.

Under the arrangement, the bank retains ownership of the property until the financing term ends or at any time during the lease period that the beneficiary wishes to purchase the property.

The non-interest rent to own product is available to Nigerians who must be contributors to the National Housing Fund (NHF) Scheme.

It covers both FMBN and non-FMBN funded properties with a maximum price of N15 million.

Beneficiaries have the option to pay to own the property in monthly/quarterly or annual rental installments over 30 years depending on their age and years in service.

The bank says it currently has over 3,190 housing units available for off-take on a rent- to-own basis across several locations nationwide.

Some of these houses are said to be located in FMBN funded estates in seventeen states and the Federal capital territory

FCT, Ondo, Adamawa, Jigawa, Ogun, Taraba,Nasarawa, Enugu, Sokoto, Abia, Kwara, Niger, Akwa Ibom, Kogi, Borno, Katsina, Kano, Kaduna.

Requirements

1.One passport sized photograph (with white background), name and signature behind

2. NHF contribution number

3. Proof of identity (valid driver’s license, National ID Card, international passport, staff ID or Tax Payee Card)

4. Pay slip for the last 3 months preceding the application.

5. Certified personal bank statement for the last six months.

6. Copy of letter of confirmation by employer.

7. Letter of undertaking to deduct the rental payment from the beneficiary’s salary and allowances and remit to FMBN’s TSA account

8. Bank Verification Number (BVN)

To apply:

· An interested subscriber will visit any of the FMBN state offices nationwide to schedule inspection and visit to available FMBN houses

· The applicant will then fill the form indicating his property of choice and attach all necessary documents as stipulated.

· The applicant will submit the completed application form to the FMBN state office for further processing.

About the intervention

Speaking on the intervention, the secretary-general of the Nigerian Red Cross Society, Abubakar Kende, said acute hunger breeds malnutrition and that it requires immediate action, particularly for pregnant, lactating mothers and vulnerable children.

He said: “A good number of them are now in a situation where they eat what they can get instead of choosing diets that will make them and their children healthy and this is something that concerns us greatly.

“We are grateful to our funding partners; The American Red Cross, British Red Cross, Canadian Red Cross, Japanese Red Cross, and Netherlands Red Cross who have gone ahead to provide much-needed resources to allow us to reach the most vulnerable people in these 7 states. However, more support is still required as the funding gap is still huge vis a vie the needs.”

What statistics say

The NRSC secretary-general further noted that “through the Hunger Crisis Appeal, 700 Pregnant and Lactating women (PLWs) have received the second round of supplementary conditional cash grants to boost their nutritional status and that of the babies they carry or infants that they are nursing.”

According to a report by the Federal Ministry of Health and Cadre Harmonise, Nigeria has the second-highest burden of stunted children in the world.

The report quoted an estimation of 2 million, noting a national prevalence rate of 32 per cent of these children being under five with seven per cent of women of childbearing age suffering from acute malnutrition.

NRSC added that the campaign aims to empower mothers and caregivers with knowledge of nutrition in local communities in the selected states where it is also estimated that about 19.4 million people will be facing acute hunger between June and August 2022.

More comments

In his remarks, NRSC Coordinator, Health, and Care, Manir Jega, said the activity will, through the formation of mothers’ clubs share nutrition information, identify and refer malnourished children and lactating mothers to the nearest health facility after being measured with the Mid Upper Arm Circumference, MUAC tape.

“We know that if mothers and caregivers have better information, it will lead to healthier children and a better society, we have set up 140 Mothers Club in the 7 states. We are working closely with the Federal Ministry of Health on this.

“One of the leading causes of malnutrition in Nigeria is poor dietary knowledge adding that the network of Red Cross volunteers would help educate lactating mothers and caregivers on how to combine available foods to reduce malnutrition and improve the production of breast milk for infants during the weekly mother’s club meetings.

“This is expected to go a long way in reducing malnutrition, prevent child mortality, and morbidity and promote a healthy diet,” he said.

Also, the coordinator, Disaster Management, Benson Agbro, noted that the spate of farmer herder conflicts and banditry in the country is another leading cause of malnutrition.

“When people cannot access markets to buy food, or they cannot access their fields to grow the required dietary foods, they will eat whatever food they see is available to them to just fill their stomachs and live to fight another day without minding the nutritional value,” he said.

Distribution of cash

As part of the measures to fight hunger, the NRSC recently distributed cash to 30,000 people in 5,000 households who are reportedly facing acute hunger in the same regions where the clubs are set up.

The society also noted in a press statement that it planned to reach 200,000 more people who are in “dire need of humanitarian support and facing food insecurity due to a combination of climate change, conflicts and COVID-19.”

The NRCS stated that it is taking action to fight hunger in the selected northern regions specifically because the United Nations Food and Agriculture Organisation (UNFAO) estimated that about 19.4 million people in the regions will be facing acute hunger between June and August 2022.

Addis Ababa February 6/2022/ENA/ The President of Kenya, Uhuru Kenyatta urged African leaders to maximize their efforts to eliminate Malaria by 2030 in the continent.

President Kenyatta, who is also chair of the African Leaders Malaria Alliance (ALMA), made the remark today during the launch of the 2021 Malaria Progress Report on Africa in Addis Ababa on the margins of the ongoing 35th African Union Summit.

According the report malaria remains a significant threat to the health and socio-economic development of Africa.

The report stated that the burden of malaria in the continent is more significant than previously showing a 19 percent increase of deaths.

Some 2.1 million additional malaria deaths have been registered in Africa since 2000, it indicated.

The COVID-19 pandemic has also been compounding the challenges of malaria in the continent, the report added noting that the pandemic alone contributed to 49, 000 additional malaria deaths in 2020 across the continent.

The report further stated that the continent is not on the right track to achieve its ambitious goal of eliminating malaria by 2030.

According to the report, only 15 member states of the African Union including Ethiopia achieved significant progress towards the 2030 targets.

Among AU Members Ethiopia, Mauritania, Cape Verde, Gambia and Ghana were able to reduce malaria incidence by at least 40 percent. While Estwatini, Equatorial Guinea, Rwanda, Senegal and Togo reduced the incidence by 25 to 40 percent.

Two countries, Ethiopia and South Africa reduced malaria mortality by 40 percent; Niger, Sierra Leone and Togo also reduced the mortality by 25 to 40 percent.

While, Cape Verde and Sao Tome & Principe have been registered zero death of Malaria since 2018, the report revealed.

During the occasion President Kenyatta called African leaders to be the forefront globally and nationally to achieve goal of eliminating malaria by 2030, noting that ending malaria is attainable if the African Heads of State and Government take decisive actions.

Kenyatta further pointed out the need to advocate for the replenishment of the Global Fund in 2022 and mobilize new coalition of malaria champions at home and abroad.

Founded in 2009, the African Leaders Malaria Alliance (ALMA) is a ground-breaking coalition of African Heads of State and Government working across country and regional borders to achieve a malaria-free Africa by2030. All African Union countries are members of ALMA.

Three villagers have been killed and scores of others rendered homeless as gunmen invaded communities in the Gulbinboka district of Mariga Local Government of Niger State.

The incident occurred in the early hours of Wednesday.
A report from the area indicates that several of the villagers who escaped to the mountain top during the invasion are still unable to come down for fear of being attacked.

The eyewitness said the bandits riding on over 90 motorcycles carrying assault rifles and other dangerous weapons also set on fire the houses of the villagers and their food bans.

The Councilor representing Gulbinboka Ward, Alhaji Isa Mohammed who confirmed the report said most of those kidnapped were women and children claiming that the security operatives are yet to arrive in the area.

Mohammed said those villagers on the mountain top are already facing food shortage and other essential commodities urging the government to come to their rescue.
The state government and the state police command have not reacted to the latest invasion by bandits.

However on Thursday, the Chief Press Secretary to Governor Abubakar Sani Bello, Mrs. Mary Noel Berje, disclosed while addressing newsmen in Minna, the state capital, that air raids on bandits ravaged communities in the state have begun assuring that peace will soon return to all the places frequently under the attack of insurgents.

Berje disclosed that: “The security situation in some communities in the state “has indeed remained a nightmare for the state government who has done and is still doing a lot in close collaboration with the military and other security agencies to reverse the trend.”

She said the high-level of insecurity in the state has also “ Inflicted severe sorrow, pains and displaced many of its citizens and also derailed the execution of some developmental projects and policies of the government.

“We must acknowledge the fact that the evil activities of these terrorists have brought setbacks in the actualisation of government projects such as the multi billion naira Bobi Grazing Reserve, road projects within the affected communities.”

Power Shift: PANDEF Rebukes Northern Group for Chiding Akeredolu

Pan Niger Delta Forum (PANDEF) has described remarks by the Coalition of Northern Groups (CNG) over a recent statement on the 2023 presidency by the Governor of Ondo State and Chairman of the Southern Governors’ Forum, Rotimi Akeredolu, as “irrational and delusional”.

The coalition had in a statement on Thursday described Governor Rotimi Akeredolu, as a big threat to democracy in Nigeria following his comments that any party who fields a Northern candidate for the presidency in 2023 would lose the election.

Akeredolu had while receiving members of the Power Rotation Movement (PRM) in his office in Akure on Tuesday, reiterated the need for parties to field Southern candidates, insisting that it was the turn of the South to produce the next Nigerian President.

PANDEF in reaction to the attack on Governor Akeredolu, insisted on its position on power shift and restated the resolution of the Southern and Middle Belt Leaders’ Forum at its meeting of January 13, 2022, that any political party that fields a Northern candidate should not count on the support of the four regions in the 2023 presidential election.

In a statement signed by its National Publicity Secretary, Ken Robinson, the group said it wondered “Why is it difficult for people to accept the truth,” adding “it is simply unthinkable that anyone would consider another Northern presidency after President Muhammadu Buhari’s eight years.”
Robinson said organisations like the so-called Coalition of Northern Groups seem incorrigibly apathetic about the peace, unity and stability of Nigeria.

According to PANDEF, “They have, by their utterances, presented themselves as assemblages of unpatriotic individuals, who, perhaps, benefit from the inglorious goings-on in the country.

“PANDEF urges these groups to strive to appreciate the true tenets of democracy and stop the hallucination. The North should not and cannot retain Nigeria’s presidency beyond 29th May 2023, in the interest of national harmony.

“Defining the just and rightful demands for zoning and power rotation as threats and blackmail is a logical fallacy. Nobody is threatening nor attempting to intimidate anyone; the South, and other patriotic Nigerians who are concerned about the future of Nigeria, are simply insisting that the fundamental principles of fairness, justice and equity must be respected and upheld in the power equation of Nigeria.

“Let’s remind the said Coalition of Northern Groups and their sympathisers that the appropriation of rights by any section of the country must be measured against the rights of the others. Undoubtedly, no group or section of Nigeria can arrogate to itself or colonise the presidency of Nigeria.”

Nigerian Students Poetry Prize 2022: Organisers call for entries

Nigerian Students Poetry Prize, an initiative of Poets in Nigeria (PIN), is accepting submissions for the 2022 edition.

The Nigerian Students Poetry Prize aimed at stimulating literary creativity and encouraging critical thinking invites Nigerian undergraduates studying in recognised Nigeria and international tertiary institutions to submit their entries for consideration.

The seventh edition of the Nigerian Students Poetry Prize (NSPP) opens for submission between January 15 and March 7, 2022.

Interested Nigerian undergraduates are expected to submit a 30-line poem on any theme of their choice.

An entrant is entitled to a single entry of 30 lines maximum, which must be previously unpublished and written in English. Native terminologies must be translated into English as footnotes.

The organisers say any submission discovered to have defaulted on this rule will be automatically voided.

All entrants are expected to purchase a minimum of one of the six NSPP anthologies uploaded on the submission portal between May 1, 2021, and April 31, 2022 (the last day of submission).

Submissions are to be made at http://nspp.poetsinnigeria.org.ng, strictly adhering to the instructions thereon.

Entrants should write on any theme of their choice while considering its topicality, just as the poems must be the original intellectual property of the entrants.

Reward

Aside from rewarding the prize winners with a total cash prize of ₦500,000, exceptional entrants will each receive a certificate of excellence and a complimentary copy of the NSPP anthology, which features their works.

The statement said: ‘‘The first Prize – ₦200,000, second Prize – ₦150,000, third Prize – ₦75,000. Consolation Prize – ₦25,000 each for fourth, fifth, and sixth-best entrants’’.

Since its inception in 2016 at the University of Ibadan, the organisers have received about 3500 entries from students representing over 100 tertiary institutions (including universities, polytechnics, colleges of education, nursing, and seminary schools).

Reputed as the top poetry prize for Nigerian students, the NSPP has awarded N2 million to winning entrants and published 541 poems authored by selected entrants in six anthologies.

They include The Sun Will Rise Again (2016), Mixed History (2017), Deep Dreams (2018, Micah (2019), The House That Built Me (2020), and Portrait of Water (2021).

Notable winners

Notably, tertiary institutions such as the University of Nigeria, Nsukka, Godfrey Okoye University, Enugu and Niger Delta University, Wilberforce Island, Yenagoa hosted the NSPP Awards in 2017, 2018, and 2019 respectively. The award was held at the University of Ibadan in 2021 while a cash prize of N400,000 was shared among the winners.

Previous grand prize winners of the NSPP include Noah Oladele (Obafemi Awolowo University, Ile-Ife; 2016), Bakre Fadil Adedamola (University of Ibadan; 2017), Godstime Tamunofiri Iberiyenari (Niger Delta University, Wilberforce Island, Yenagoa; 2018), Ogugua Micah Okoye (Enugu State University of Science and Technology, Enugu; 2019), Okwubi Godwin Adah (University of Benin; 2020) and Samuel A. Adeyemi (Federal University, Lokoja; 2021).
