UL officials arrest two academic fraudsters

Authorities at the University of Liberia (UL) over the weekend arrested two young men who were posing with the same name for an absentee candidate in person of one Zwannah God-sent Martin, thwarting the duo’s attempts to fraudulently sit the university’s entrance on behalf of candidate martin.

The move backfired Saturday, 3 October on UL’s Capitol Hill campus when an exam plotter noticed that two persons had shown up in the exam hall with the same candidate’s name, but had no resemblance to the actual candidate’s face on the form. UL Police were immediately alerted and the suspects were taken in for questioning.

The candidate form bears the name of one Zwannah God-sent Martin, and details that this candidate hails from Grand Cape Mount County and graduated from Mary help of Christians Catholic High School in 2018.
In conversation with this paper, one of the arrested men who calls his own name as James N. Roberts from Clay Street admitted that two weeks prior to the day of the test, he had been contacted by his friend Martin to sit the exam in his place.

“He was going Bomi County for a conference, actually I [told] him that it’s wrong; I’m your friend, don’t put me into problem, he said that my man I beg you, go and take my test because I [don’t] want for my effort to go in vein,” says Roberts. He says he accepted to sit in for Martin as a good friend, adding that he went for the test which was being administered on UL’s Capitol Hill campus.

“When I was on the test, he sent another person. I don’t know if it is he that did it or his relative that sent another person behind me. I was already taking my test and my other brother came in and he say his name Martin Zwannah too,” Roberts explains further.

According to him, the plotter got confused, and then looked at the two of them, asked them questions. “So later on I confessed because I knew that what I was doing is wrong and I tell the people that my brother sent me to do his test – my brother and friend, so I wrong. I appeal to them, they said that we should meet the authority because it’s already in the authority’s office,” he says. According to Roberts, he and Martin are childhood friends from the same community, noting that Martin went on a trip in Bomi for a training.

In an effort by this paper to hear from the other accused man who allegedly attempted sitting the exam in the place of Martin, the suspect says he has no comment, noting: “I’m guilty.” He also declines to mention his name.

NEC unveils referendum symbols today

The coordinator of the 2020 Constitutional National Referendum at the National Elections Commission (NEC) says final preparations leading to the unveiling of symbols for the conduct of the National Referendum concomitantly slated for 8 December with the senatorial election in Liberia have been concluded.

NEC Referendum Coordinator J. Jappah Nah discloses the first in a series of weeklong unveiling program takes place in Ganta City, Nimba County, starting today, Monday, 5 October 2020 to Wednesday, 7 October with the involvement of 120 Liberians from Grand Gedeh, Bong, Lofa and host Nimba counties.

The theme of the stakeholders’ meeting on the national referendum symbols is “Bringing Referendum to the people”, Mr. Nah reveals.

He says today, Monday, 40 Traditional Leaders from the above counties will gather to deliberate on the symbols, while tomorrow, Tuesday, another batch of40 participants comprised of local government authorities will brainstorm on the need for the symbols to be followed on Wednesday by the third and last in the series of 40 participants, which will include District Commissioners perusing the symbols.

According to him, the second in the series of unveiling program takes place in Buchanan City, Grand Bassa County beginning 12 October 2020 to 14 October 2020 with another 120 participants.

He details the Buchanan unveiling ceremony will begin with 40 representatives of registered political parties in Liberia to be followed by 40 representatives from Civil Society groups, including Faith-Based Organizations, and Community Based Organizations on Tuesday, 13 October 2020.

The NEC referendum coordinator says to climax the unveiling ceremony on Wednesday will be another batch of 40 participants consisting of representatives of local and national media institutions from across Liberia.

Jappah explains that after unveiling of the symbols of the four propositions for the December 8, 2020 referendum and senatorial election, a massive civic and voter education awareness and distribution of symbols will be implemented in all 15 counties.

Liberians go to the poll in December to elect 15 senators that would join other 15 in the Liberian Senate, and to vote for four propositions in a national referendum that seeks to change the presidential term from six to five years; term in the Senate from nine to seven years; term for members of the House of Representatives from six to four years, and dual citizenship, respectively.

MONROVIA – The Margibi County Police have their custody 27-year-old Abednego Garlawolo for alleged double voter registration. He was in possession of two voter ID cards – one bearing the name Garlawolo Abednego, V., 21, male. This issued at registration center 24127. The other bears the name Garlawolo V. Abednego, 27, female and was issued at 24122. But he blames the variances on the National Elections Commission (NEC) staff carrying out the exercise.

Abednego is not the only one discovered to have double registered in this voter roll update exercise. Several others were discovered in Bomi County where voter trucking massively took place.

For Abednego, he discovered the error with on his gender on his voter ID when he first went to register, but the NEC official, according to him, failed to issue him a new one.

“When the NEC worker refused to change the mistake on the card, I decided to go to the other center to do new registration and just forget about the spoiled one. When I tried explaining the situation on what I could do about the spoiled card, that is how one man called police on me,” he explained.

In Bomi County, a man claiming to be 18 years of age, allegedly registered three times using different first names but the same surname and was issued three voter ID cards. On one hand, he registered as Cooper Alex then he also registered again as Cooper Edward and again as Cooper Mambu. Interestingly, all his cards were issued at the same registration center marked 03016.

Cooper’s voter ID has been trending on social media with a load of condemnations but the National Elections Commission (NEC) says it would only act on such offense when a complaint is filed.

Speaking to FrontPageAfrica on the issue, the Communications Director at the NEC, Mr. Henry Flomo said, ““No one has brought any complaint to the Commission. There is a procedure and the forms are there. If anyone detect any fraud during the process, they have the right to file a complaint with the Commission and the Commission will look into it. To the best of my knowledge, there has been no complaint before the NEC. Those wishing to challenge the process have from now p to the exhibition to do so.”

Mr. Musa Hassan Bility, one of the high-ranking stalwarts of the opposition Liberty Party was one of the first to raise the alarm of double registration on Facebook under the caption “Midday Midday!!!!!”.

He later wrote on Facebook: “NEC, you have dropped the ball. Violence and electoral fraud may delay this election. Please act now or remove yourselves”.

Montserrado County Senatorial aspirant, Mr. Bernard Benson, popularly known as DJ Blue described the process as fraudulent and has threatened to file an injunction on the entire voter roll update process.

Venting his fury, DJ Bue, a second-time contestant for Montserrado senatorial seat wrote on Facebook, “I’m filing an INJUNCTION on this FRAUDULENT process… Wha happen Naa. I can only Imagine the FRAUD here in Montserrado.”

The incumbent, Senator Abraham Darius Dillon told journalists on Monday that he stands with DJ Blue in filing an injunction on the process. He described the process which began on Friday as fraudulent and nothing good would come out of it.

“I’m calling on the Elections Commission to put an immediate halt to the ongoing voter roll update process. From what we are seeing, evidence in our possession, on social media, all in the public, in the media already, it is sufficient reason for the Elections to immediately halt the ongoing voter update process because it is a flawed start, it is fraudulent and no credible outcome can come out of what is already being done,” Sen. Dillon said.

Barely 24 hours before the issue of double registration could take the center stage of discussion on the voter roll update, voter trucking was under the spotlight. Several buses and trucks loaded beyond capacity were seen heading towards Bomi and Bong Counties when the exercise began.

For Dillon, the voter roll update process is “completely strange and out of the law” at the same time lamenting that the Elections Commission has not said a word to the public or shown any concern of the violation that is clearly ongoing.

Meanwhile, Mr. Luther Dean, the NEC Magistrate in Bomi County has confirmed reports of ongoing voter trucking of prospective voters in the county but says the NEC has not been able to establish those behind the trucking of voters.

“There is serious trucking in Bomi County but we haven’t been able to establish who is doing it. People are bringing trucks full with people,” he said.

A NEC Magistrate is the head of the head or Representation of the electoral body in Bomi County.

The “trucking of commercial voters” is now becoming a new phenomenon in the political dispensation of Liberia due to the failure of the National Elections Commission (NEC) to take concrete actions, or give a definite position on the issue of voters’ trucking.

Many politicians and potential electorates at times rely on the weakness or the spectator role being played by the NEC to engage in the act.

Politicians, particularly incumbent lawmakers who fear defeat as payback for their failure or inability to help improve the living conditions of their constituents are the ones mostly involved.

The National Elections Commission announces in Monrovia that its US$17 million budget for the 2020 special senatorial elections and the National Referendum has by reduced by US$4million, setting the new operational budget for the polls at US$13 million.

Addressing the Senate’s committee on elections headed by Bong County Senator Dr. Henrique Tokpah, the chairperson of the NEC said due to high economic constraints and reduction in some of the activities leading to the elections, the commission sliced the electoral budget from US$17 million to US$13 million with high anticipation of conducting the polls smoothly.

Chairperson Davidetta Browne Lansanah said of the amount, the government through the Ministry of Finance and Development Planning had made available US$3 million.

She disclosed that the US$3 million has been used to purchase materials from international vendors, something, she said, has been a worry of the commission.

She said in order for the commission to operate within the adjusted budget, the NEC board of commissioners has designed strategies by making the voter card replacement exercise one, meaning the registration team will spent three days in each of the 2080 precincts throughout the country.

Chairperson Lansanah explained that the amount will be used to facilitate and enhance the process of updating the voter’s roll to ensure inclusion of people who have attained the age of 18 years in keeping with the Constitution of Liberia.

The team is expected to register first time voters or Liberians who turned 18 years after the registration exercise of the 2017 Presidential and Representatives election will be given the opportunity to register and fully participate in the voting process of the country for the very first time.

“The Commission will also ensure the inclusion on the voter roll, individuals who have changed their locations since the 2011 voter registration exercise as well as Liberians who were not able to register during the 2011 Voter Registration Process due to the fact that they were not in the country at the time,” she said.

According to her, the most of essential materials for the smooth conduct of the 2020 special Senatorial elections are already in process and the remaining ones will be gathered in-country.

Madam Lansanah assured the Liberian Senate that the electoral process is poised to be free, fair and transparent and that all international standards will be observed and practiced.

During the 2014 special senatorial election, former NEC Chairman Cllr. Jerome George Korkoya, presented a budget for US$15.3m, noting that if the NEC were to conduct a new voter registration exercise for eligible voters, a staggering combined cost of US$21m was needed.

Liberians are preparing to go to the poll in December to elect 15 of the 30-member Senate at the Capitol.

MONROVIA – Ahead of the December 8, 2020 Senatorial elections in Liberia, the newly certificated Collaborating Political Parties(CPP) has officially endorsed Senator Abraham Darius Dillon as the CPP candidate in Montserrado County for the upcoming 2020 senatorial elections.

Handing the CPP’s mandate to Senator Dillon, Liberia’s former Vice President and Political leader of Unity Party, Joseph N. Boakai admonished the incumbent Montserrado County senator to abhor compromising the interest of the Liberian people which is sine qua non to the overall good of the ordinary people.

According to him, leadership is not about building duplexes overnight and amassing questionable wealth at the detriment of young people’s future.

“It is not about us. It is about the future of Liberia which is vested in the young people of Liberia,” Former VP Boakai stated.

“I want to say to all of you here today: this is very important. I have served as President of the Liberian Senate and I know what it means to be a Senator. Dillon worked in the Senate and his experience qualifies him to become a better Senator.

He added that the endorsement of the Senator Dillon was a message to everyone that the Collaborating Political Parties (CPP) has put aside their personal political ego for the good of the country.

“This is why we say that the way forward for this country is not friendship. It is about someone who will represent you. We need people with integrity; we need people who respect women’s rights and protection. This has to change. Dillon was just Senator in the interim. And he has shown that he can do better if given a full term. This is why we subordinated our interest to support him,” Boakai maintained.

He stressed “we will go into the communities and tell the people that if they want good laws and for Liberia to change for the better, we should elect Dillon.”

The ceremony was held at the headquarters of the Liberty Party on Saturday, August 29,2020 with several officials of member parties in attendance including former Vice President, Joseph N. Boikai, Senator Steve Zargo, Chairman of LP, Senator Daniel Naatehn, ANC chairman, Theodore Momo, ALP Chairman, Charlyn Brumskin, Musa Bility, partisans of CPP, sympathizers and well wishers among others.

In response, Senator Dillon thanked the former Chairman of the CPP, Benoni W. Urey under whose leadership the various parties came together to work for the common good of the country.

He said despite the vehemence of President George Weah that “A Dillon will not be Senator in Montserrado County”, he defeated the Coalition for Democratic Change (CDC) candidate at the polls in 2019.

“You [voters] are my employers. If you employ me and in few weeks my life change but after nine (9) years your life remains the same but you cheer me up as good Senator. Something is wrong with you. When I am sick, I would go to Ghana, India or the United States for treatment because the John F. Kennedy Medical Center lacks the capacity to treat the illness I am having. Yet, you cheer me up as good lawmaker. Something should be wrong with you because nothing will be at JFK or Redemption hospitals for you to get treated when you are sick too,” he told a cheering crowd of supporters.

The Comptroller General of Liberia and National Secretary General of the ruling Coalition for Democratic Change (CDC) has described as scandalous, allegations that he distributed money in Nimba County during that county’s Legislative caucus sitting to influence votes in favor of CDC candidates contesting in the Project Management Committee elections.

Since the establishment of the counties Project Management Committee, under the previous regime most counties have routinely elected officials to manage county projects after every two to three years depending on the tenure establish by each county.

Speaking to this paper over the weekend at his Finance and Development Planning Ministry office in Monrovia, Mr. Kowosaid at no time he had gone to Nmba to offer bribes in the tone of US$12,000. Instead, Mr. Kowo explained that his trip to Nimba County was to inspect the treasury departments in that county as was done in Buchanan, Grand Bassa and Gbarnga, Bong Counties.He noted that the move is part of efforts to inspect the county treasuries for budget execution.

The team inspected and reconfigured the county treasury system for budget execution for FY-2020/2021. The tour consisted of meetings with county treasury staff, as well as technical need assessments conducted on the status and operations of the treasuries.

National Stakeholders Conference: delegates resolved to support NEC

Closed to100 delegates at the National Stakeholders Conference, on the Special Senatorial Election (SSE) and Referendum at the weekend signed a Resolution supporting ongoing activities of the National Elections Commission (NEC) in conducting the elections.

NEC on Saturday August 29, 2020 ended a 2-day National Stakeholders Conference in Gbarnga, Bong County, on the conduct of the 2020 SSE and Referendum to enhance Voters’ participation in the electoral process through sustained and robust civic and voter education activities on the SSE and constitutional referendum.

The Conference gathered about 100 key stakeholders from the 15 Counties of Liberia including Superintends of the 15 Counties, Commissioners, traditional leaders and chiefs, women and youth groups, and people living with disabilities.

Topics presented included “the legal basis of conducting the voter registration update, the SSE, and the Referendum; 2020 Voter Registration; Hearing Procedures for the 2020 SSE; Referendum Issues- Questions and Symbols; Nonviolence approach for the 2020 SSE; Highlights of CVE activities, and Issues of Gender Parity”.

Following wide-ranging consultations over the 2-days of deliberations at the Conference, a Resolution Committee was formulated, which analyzed and rationalized issues and concerns pertaining to the holding of the 2020 SSE and Referendum on December 8, 2020.

The 2-day interactive Conference was officially launched by the NEC Chairperson Davidetta Browne Lansanah on Friday August 28, 2020. She was supported by the rest of the six Commissioners of the new Board, who were all present at the Conference over the two days. At the official opening of the Conference, the entire Board was formally introduced to the delegates.

Responding to the Resolution, Chairperson Lansanah lauded the delegates for their decision to endorse the efforts of the Commission and the decision of the Joint Resolution of the Legislature to have the SSE held on December 8, 2020. She said the NEC will continue to work hard to meet the constitutional mandate of conducting both the SSE and Referendum.

Following the 2-day Conference, NEC’s 2020 activities will intensify with the start of the Candidate Nomination on Tuesday September 1-21, 2020. The Commission will also commence the Voter Roll Update (VRU) of September 11-25, 2020. The VRU will be on a mobile basis, over the period of 15 days. Each of the mobile Teams will spend three days at each of the 2080 Registration Centers across Liberia.

Aggrieved employees of the entertainment group, Crusaders for Peace, owned by Cultural Ambassador Julie Endee have protested in Monrovia, demanding pay. The Crusaders for Peace situated on Capitol Bye-Pass in Monrovia is a private musical and cultural group that performs at major governmental functions and programs.

It also promotes health campaigns, public education and cross border peace festivals among Mano River Union countries that group Liberia, Guinea, Sierra Leone and Ivory Coast.

The protestors dressed in yellow T-shirts, stood in front of the entrance of their office in demand of salary arrears, which has been long overdue by the management of the organization without any regard for welfare.

Some of the protestors, including Jallah Menson, Wilson Thomas, and Sarah Gibson narrated that they have not received pay for several months.

According to them, each time they approached management about their arrears and benefits, they would get no redress despite spending money on transportation to followup with the management about their salary but to no avail.

They said Ambassador Andy who owns and operates the group continue to drill them as though they went to beg her for money, which is not the case.

The protestors include traditional culture performers, drummers and dancers, drivers, ticket sellers for the Crusader for Peace raffle draw, who are demanding compensation for their labor.

They added that despite salary not forthcoming, management is asking them to report to work daily without transportation, which is very embarrassing.

“Every time we ask for our salary, they will tell us to go come and go come which we are tired with and today, we are here to demand our money from the management of Crusader for Peace. If we don’t get our money, we will not leave from here”, the aggrieved workers lamented.

The protesters divided themselves into two groups, one standing in the front of the office of the Crusaders for Peace, while others posted themselves across the street with their backs turned against the Ministry of Gender, Children, and Social Protection, demanding their salary.

Ambassador Julie Endee was said to be out of her office during the protest with no one there to speak to the issue. When the New Dawn contacted offices of the group for reaction, this reporter was informed that the proprietress had gone to attend a meeting.

African operations contribute 50% to UBA’s earnings – CEO

The United Bank for Africa (UBA) Plc on Thursday announced that all its African subsidiaries are now on firm footing as they have been contributing maximally to the group’s profit margin.

The bank said its African operations, specifically, have contributed close to 50 per cent of the group’s earnings, leveraging on digital offerings and products across the board to gain large market shares across the different regions of operations in Africa.

The Executive Director/Chief Executive Officer of UBA Africa, Abiola Bawuah, disclosed this while addressing journalists from across Africa during a hybrid media parley on Thursday.

She also highlighted the impact of devaluation and double digit inflation in Nigeria and a number of other African countries where the bank operates, adding that the subsidiaries have been performing well, contributing significantly to the growth and development of trade, infrastructure and finance on the continent.

“As of last month, none of our African subsidiaries is making a loss. They have all been turning in profits, this is a testament to the fact that they have navigated successfully and have all found their footing.

“And this extends to each and every one of them, even the ones in war-torn countries. Of course, we are aware that there is always room for improvement, but for now, we are glad that our 19 subsidiaries are out of the red zone,” Mrs Bawuah said.

Infrastructure Financing

In the area of infrastructure financing, she noted that the bank has been bullish in financing projects across Africa, which according to her is based on the conviction that the continent needs to bridge the infrastructural gap necessary for economic growth.

“UBA has proven expertise and capacity in key sectors of economies across Africa, especially in oil and gas, infrastructure finance, agriculture and commodity/export, and these have positioned it as a preferred partner for structured solutions to key governments and corporates operating in/into Africa,” she said.

She noted that in the last few years, the bank has invested heavily and supported key governments of various African countries with over $1 billion in infrastructural development, especially in roads, hospitals, health, power and other critical sectors.

According to her, the bank has contributed massively in promoting trade in Africa and has partnered with the African Continental Free Trade Area (AfCFTA).

“At UBA, we believe that our customers should be able to trade conveniently among themselves, and so we have been partnering with them in this area.

“We have made it easy for our customers across countries to trade easily within themselves, without having to bother about all the hassles that have to do with forex,” she said.

Earlier in the year, Mrs Bawuah, a Ghanaian national, was appointed as the first female CEO of UBA Africa.

Senate rejects Weah’s nominee for Maritime

The Plenary of the Liberian Senate has overwhelmingly rejected President George Manne Weah’s nominee for the post of Deputy Commissioner for International Registry, Liberia Maritime Authority (LiMA).

17 members of the Senate voted rejecting nominee Edwina Collins Thursday, 9 June 2022. Bong County Senator Prince K. Moye abstained during the vote.

The Senate’s decision was triggered by a report by its Standing Committee on Maritime, headed by Grand Bassa County Senator Jonathan L. Kaipay. Kaipay’s report had recommended Madam Collins’ rejection.

The Committee indicated that based on its cross-examinations of Madam Collins, it realized that the country needs a competent Liberian who will relate to international partners.

The committee said it did so for the smooth operation of the Maritime sector.

It noted however that Madam Collins is smart and has the passion to serve her Country, but not in that capacity.

The committee reported that an intern who doesn’t have an in-depth knowledge and experience of the sector is not well suited for the position.

Meanwhile, the President Pro-Tempore of the Liberian Senate Albert T. Chie has instructed the Senate Secretary to communicate with President Weah’s the Plenary’s decision.
