LONDON: Derek Chisora has promised to entertain when he takes on Kubrat Pulev at the O2 next month after he insisted the hunger to continue boxing remains there.

The 38-year-old will face the Bulgarian on July 9 in a rematch six years after the first bout between the duo in Germany.

Chisora lost a split decision for the vacant European heavyweight title in 2016, one of 12 defeats he has suffered in 44 fights, but the veteran is not ready to hang up the gloves despite suffering three consecutive losses.

“When they start singing that beautiful song – oh Derek Chisora – I get pumped up, I can’t help myself. The game plan goes out the window and I just let it go! I am excited,” he said from Canary Riverside Plaza Hotel on Friday.

“For me my plan is my fans, that is it. Entertainment is the plan. I have lost so many fights, I have won a couple of fights and I have won the things I wanted to win but it is irrelevant to me.

“I just prefer fighting. I wake up every morning, go training and I still have the hunger for it.

“I get these younger guys coming into the gym sparring with me and I see the fear in their eyes by the time they get to rounds three or four. I am still hungry, I still want to fight and cause damage to people. I want to entertain.”

Chisora was supremely confident despite having lost his last three bouts consecutively

While there were no pre-meditated antics from Chisora at this press conference in London – he had grabbed the back of Pulev’s head sparking a min-brawl ahead of their 2016 fight – a wager was made between the boxers.

Zimbabwe-born Chisora bet an unspecified amount that he would knock his opponent out, which was eventually agreed by the 41-year-old.

Pulev had started the press conference talking about his respect for ‘Del Boy’ but did reveal his burning desire to get another world title shot having lost to Anthony Joshua at the end of 2020 at Wembley Arena.

He added: “I am concentrated on this fight and after that (the) world title, this is my dream and I am going to take this.

“Derek is a difficult opponent but we have a little bit of history. Now a couple of years after my win I feel good and better because I teach and learn a lot of things from my fights.

“I have more experience and so my fight against Joshua here in London, I was not good prepared, before I was with Covid and I don’t say nothing in the media, but I don’t prepare good.

“Now I am healthy, I am good and here to fight against my friend Derek.”

NEW YORK – United Nations Secretary-General Antonio Guterres has appointed a Liberian national and international law specialist, Mr. Cornelius Nagbe, to the UN Panel of Experts on Yemen, an investigative body of independent experts assisting the Security Council Committee established pursuant to resolution 2140 (2014) to implement its mandate, including on sanctions monitoring.

In a letter dated 17 May 2022 from the Secretary-General addressed to the President of the Security Council, Mr. Guterres referred to resolution 2624 (2022), adopted on 28 February 2022, by which the Council decided to extend the mandate of the Panel of Experts on Yemen until 28 March 2023, and requested him to take the necessary administrative measures to that effect.

The Secretary-General informed the President of the Security Council that, after consulting with the Security Council Committee established pursuant to resolution 2140 (2014), he had accordingly appointed the following experts to the Panel of Experts on Yemen: Mr. Debi Prasad Dash, finance (India), Mr. Cornelius Nagbe, international humanitarian law (Liberia) and Mr. Wolf-Christian Paes, arms (Germany). He also designated Mr. Dash to serve as the coordinator of the Panel.

Mr. Nagbe’s appointment to the Panel of Experts on Yemen follows a competitive process started in January 2022 by the UN Department of Political and Peacebuilding Affairs (DPPA) and culminating in review and clearance of his and the other experts’ candidacies by the Security Council Committee established pursuant to resolution 2140 (2014). As the international humanitarian law expert, Mr. Nagbe will contribute to the monitoring of sanctions measures and investigation of alleged sanctions violations or non-compliance as mandated by Security Council resolutions related to Yemen. He will also contribute to the reports of the Panel to the 2140 Sanctions Committee and the Council.

Prior to his appointment to the Panel of Experts on Yemen, Mr. Nagbe worked as a Consultant on Children and Armed Conflict in the South Asia Regional Office of the United Nations Children’s Fund (UNICEF). He also recently provided expertise to the American Bar Association Center for Human Rights as an Expert on Compliance with International Humanitarian Law in the Middle East and North Africa. Mr. Nagbe earlier served at UN Headquarters in New York as Human Rights Programme Management Officer in the Counter-Terrorism Centre of the UN Office of Counter Terrorism (UNOCT). Before that, Mr. Nagbe delivered field assignments in Somalia, Kenya, Iraq, and South Sudan with the African Union Mission for Somalia (AMISOM), the UN Assistance Mission for Iraq (UNAMI), and the UN Mission in South Sudan (UNMISS).

In his home country Liberia, Mr. Nagbe has served as a strategic communications and outreach manager on democracy and governance projects funded by the World Bank and USAID, including as Communications Coordinator and technical secretariat member of the high-profile Governance and Economic Management Assistance Program (GEMAP); as administrative manager of the office of the House Majority Leader, Legislature of Liberia; as an electoral assistance and information specialist at the UN Mission in Liberia (UNMIL) and the National Elections Commission (NEC); as information lead for Save the Children; and, as a manager, writer, and consultant in the media and civil society.

Mr. Nagbe holds a Master’s in International Human Rights Law from Oxford University and Master’s in International Relations and Bachelor’s in Mass Communication from University of Liberia.

Orange-SL, partners educate girls on menstrual hygiene

In commemoration of Menstrual Hygiene Day, one of the GSM providers in Sierra Leone, Orange SL, on Monday,May 30, brought together young school girls and educated them on how to manage menstruation.

Orange and its development partners, including Rainbo Initiative, Prevention First, 4HER, Community of Practice celebrated the day with the theme ‘Making menstruation a normal fact of life by 2030’ and they also distributed reusable menstrual hygiene kits to over three hundred girls who attended the commemoration event.

Menstrual Hygiene Day is a global advocacy platform that brings together the voices and actions of various organisation and government agencies to promote good menstrual health for all women and girls.

The Day is commemorated on May 28th each year. 28 represent the average cycle and the fifth month being May represents the average number of days a girl/woman menstruates.

Priscilla Oke-Chuku, in her welcome statement at Orange Headquarters, IMATT, said the day was to celebrate women in all ramifications.

She said around the world, thousands of women, girls and people who menstruate live without access to the safe sanitary products they need. At least 500 million women and girls globally lack adequate facilities for menstrual hygiene management, noting that inadequate water, sanitation and hygiene (WASH) facilities, particularly in public places, such as in schools, workplaces or health centers, can pose a major obstacle to women and girls.

She said the lack of separate toilets for privacy, or the unavailability of means to dispose used sanitary pads and water to wash hands, means that women and girls face challenges in maintaining their menstrual hygiene in a private, safe and dignified manner.

She said a growing body of evidence shows that girls inability to manage their menstrual hygiene in schools, results in school absenteeism, which in turn, has severe economic costs on their education, lives and on the country.

She said the challenge menstruating girls and women faces was often less tangible than simply the availability of infrastructure, and was rooted in social norms and beliefs and in many cultures, menstruating women are considered impure and are systematically excluded from participating in every-day activities, such as education, employment, and cultural and religious practices.

She said the taboos and stigmas attached to menstruation lead to an overall culture of silence around the topic, resulting in limited information on menstruation and menstrual hygiene.

“Orange Foundation with other various NGO’S such as Rainbo Initiative, 4HER, Girl Child Network, Mama Pikin and others have partnered together to raise awareness on menstrual health and menstrual health management.Collectively, we aim to challenge the stigma surrounding period poverty and advocating for availability and accessibility of menstrual products and resources,” she said.

She highlighted that their initiatives in this year would break the cultural taboos and end the discrimination surrounding menstruation, help ensure girls and boys receive proper education on puberty, including menstruation, help ensure that girls and women, including those living with disabilities, have safe and private spaces to manage menstruation at home, schools and public places.

Founder and Director of Prevention First Initiative, said menstrual hygiene is a fact, normal and its matters, noting that the May 28 celebration was first recognised in 2014 by WASH, a German non-governmental organisation, noting that the importance of the celebration is to make loud advocacy by organisations, government institutions to raise awareness about menstruation.

She said period poverty is when women and girls lack period kits and that stigma and shyness of girls about their menstrual period is also a major challenge to girls.

Founder of 4HER Initiative, Elizabeth Agatha Mousab said her organisation believes in women and girls and that is why they are doing working to improve them for a better world.

She said women and girls who are experiencing their menstrual are discriminated to the extent that they are considered unclean and they are not allowed to go the mosque or church.

Deputy Minister 2, of Basic and Senior Secondary School Education, Emily Kadiatu Gogra said she was happy to be part of such event, especially so when the event has to do with the promotion women are girls, noting that the event also promote and compliment the free and quality education initiative.

She said many girls missed over 48 days out of school due to menstrual which is why engaging and educating girls on how to manage menstruation I’d very important because it will help keep them in school even during the time they were experiencing menstrual.

She said many schools are lacking WASH facilities and that as a ministry they are working hard to ensure that every school has such facility, she also called on organisations to help construct WASH facilities especially in schools in the provinces.

Germany Pledges to Support Ethiopia’s Peace-building Initiatives

June 16, 2022 (ENA) German Foreign Minister Annalena Baerbock expressed support for Ethiopia’s peace building initiatives, according to Ministry of Foreign Affairs.

Deputy Prime Minister and Foreign Minister Demeke Mekonen had a phone conversation today with the Foreign Minister of Germany.

During the discussion Demeke appreciated the balanced position that the government of Germany has followed in the challenging times Ethiopia has been through for the last one and a half years, which commensurate with the longstanding relationship between the two countries.

He also briefed the German Foreign Minister about the encouraging measures that the government of Ethiopia has been undertaking to cope with the challenges.

The Ethiopian government has traveled the extra mile to end the conflict with the TPLF peacefully, mentioning the release of political prisoners from detention, the establishment of the National Dialogue Commission, and support given to the peace initiatives of the AU headed by Olusegun Obasanjo, he noted.

Demeke added that humanitarian supply to conflict-affected regions is accelerated, demonstrating the Ethiopian government’s adherence to building trust and ensuring durable peace in the country.

The German Foreign Minister, Annalena Baerbock appreciated on her part that the steps taken by the Ethiopian government to scale up access to humanitarian supply, ensure accountability for abuses during the conflict and hold an all-inclusive dialogue to address critical questions in the country.

Baerbock pledged that the government of Germany would strengthen its development partnership with Ethiopia and support peace-building, rehabilitation, and reconstruction efforts of the Ethiopian Government.

Germany would play a positive role in normalizing the relationship between Ethiopia and the European Union, she said.

There were signs of schismatic movements within the Kenya Kwanza Alliance in Mt Kenya region on Thursday after two parties skipped a Kiambu rally addressed by their presidential running mate Rigathi Gachagua.

Chama Cha Kazi Party leader Moses Kuria and Tujibebe Wakenya chair William Kabogo gave the meeting a wide berth, a day after clashing with United Democratic Alliance gubernatorial candidate Kimani Wamatangi.

They cited “humiliation” and “voter incitement” by UDA leaders in the battle for Kiambu, which has nearly two million registered voters, the second highest county after Nairobi.

UDA has been campaigning for its candidates in joint rallies, leaving affiliated parties such as CCK and Tujibebe at a disadvantage, especially in meetings addressed by either Deputy President William Ruto or Mr Gachagua.

Tension was high in Lari on Wednesday evening when Mr Wamatangi and Mr Kabogo confronted each other at a campaign stop as both seek to unseat Dr James Nyoro at the governor’s mansion.

Mr Kuria said they withdrew from yesterday’s events because they felt unwanted and humiliated. “They want us to campaign for their presidential candidate but they don’t want us to market our aspirants to voters. This totally unfair and unacceptable,” he said.

Mr Kuria said the Wednesday incident was well planned by UDA leaders, adding that they had shared their frustrations with the party executive.

“What happened in the Hustler Express caravan in Kiambu on Wednesday is regrettable. The ugly altercation between Mr Kabogo and Senator Wamatangi is unfortunate. I can feel Mr Kabogo’s pain,” he offered.

“The local UDA leadership met their parliamentary and civic candidates for three days to plot how to embarrass Mr Kabogo and myself during the tour. MCAs and MPs associates with us were warned of dire consequences. This chicanery is unhealthy for our fledgling alliance,” he added.

Mr Kuria said they would raise the matter with other coalition co-principals to ensure campaigns are managed smoothly going forward.

“It is imperative that we live with not only the letter but also the spirit of the coalition. Otherwise, it will be tantamount to politics of conmanship and deceit. We will be raising these concerns with our co-principals as provided for in the alliance instruments,” he observed.

Mr Gachagua and Kiambu Woman Rep Gathoni Wamuchomba were yesterday heckled at a rally in Githunguri, where the latter is seeking the parliamentary seat on a UDA ticket.

While addressing supporters in roadside rallies in Githunguri, Kwa Maiko, Kiganjo, Gatundu town, Kamwangi and Gatukuyu, Mr Gachagua said UDA will lower the cost of living by reducing prices of crucial commodities.

Elgeyo-Marakwet Senator Kipchumba Murkomen lamented that only UDA candidates were being frustrated by government agencies over their academic qualifications.

“UDA candidates are being taken round in circles before they are cleared by the electoral agency yet the Azimio la Umoja flagbearer Raila Odinga has no any known academic qualifications,” he said.

Players discuss greater adoption of clean energy at NMG-sponsored event

Individual and corporate stakeholders in the energy sector have converged in Naivasha seeking to address challenges hampering Kenya’s efforts to scale up the use of clean energy, and recommend measures to address them.

The Sustainable Energy Conference, an initiative of the Nation Media Group (NMG), brings together government and private institutions keen on renewable energy, as Kenya, among the world’s top 10 countries in the use of geothermal energy, seeks to increase generation and use of wind, geothermal and hydrothermal energy.

The conference happens as the global climate change crisis has hurt the dignity of humans, with natural disasters happening more frequently and leading to deaths, displacements, and agony caused by lack of necessities.

Although Africa has a huge potential to diversify into clean and greener energy solutions, the potentials remain untapped.

“This is why the occasion of this conference is significant. It offers an opportunity to look at the state of play from a Kenyan and African perspective in order that we can infuse our perspective into what is a global, urgent agenda,” said Energy Cabinet Secretary Monica Juma when she opened the conference.

The CS said that the government is committed to providing clean, reliable and affordable energy services to all Kenyans, and that the country has positioned itself as a leader in renewables, with 75 per cent of green installed capacity, and a 92 per cent daily green dispatch.

She said that to provide universal access to electricity for all Kenyans, access has been expanded from below 30 per cent to 75 per cent in less than10 years. She also said that the number of households connected to electricity increased from 2.3 million in 2013 to 6.2 million in 2022.

KenGen Managing Director and CEO Rebecca Miano said that the world has entered a new era, focusing on energy transition.

“Going forward, fossil fuels are no longer a sustainable source of energy to power our economic growth. As nations worldwide strive for sustainable development, clean and renewable energy sources have taken centre stage in the global discourse on how we produce and consume energy,” she said.

KenGen is implementing six Clean Development Mechanism (CDM) projects that offset a cumulative 4,617,309 tonnes of carbon dioxide equivalent (carbon credits) annually.

They include the Olkaria II geothermal expansion, redeveloping the Tana hydropower station, optimizing the Kiambere hydropower site, Olkaria IV geothermal, Olkaria I Units 4 and 5 geothermal and the Ngong wind project.

NMG chairman Wilfred Kiboro said that energy consumption is universal and that governments must devise ways of making it available, accessible and affordable.

“Currently, energy is available for the privileged few. States should make affordable electricity, for instance, a human right. This should be enshrined in the Constitution,” he said.

He blamed politics, corruption, lack of vision and bad policies for states’ failure to provide electricity to their citizens.

Kenya is one of the top 10 countries globally that have embraced green energy, with over 90 per cent of its energy coming from hydrothermal, geothermal and wind.

A 2019 World Meteorological Organization (WMO) report on climate action warned that if governments and businesses do not slow global emissions, temperatures could rise to above three degrees Celsius by 2100, causing further irreversible damage to ecosystems.

The NMG-KenGen conference gives Kenya and Africa an opportunity to come up with actionable frameworks and solutions for the continent’s energy transition and security to leapfrog it to the next level of socio-economic development in a sustainable manner.

Data shows that geothermal power accounts for 37.3 per cent of Kenya’s electricity while the share of wind and solar is 16 per cent and one per cent, respectively, bringing to 54.3 per cent the share of clean energy in the national grid.

Power from hydro sources accounts for 30 per cent while diesel-powered thermal plants provide 10 per cent.

Representatives from organisations including the French Development Agency (AFD), Japan’s JICA, International Renewable Energy Agency (IRENA), the World Bank, GIZ, Kepsa, African Development Bank (AfDB), Equity Bank, the European Investment Bank (EIB), Germany's KfW, and A.P. Moller Capital are attending the conference, which is being held at the Geothermal Spa in Naivasha.

Caribbean preps for monkeypox

Monkeypox hasn’t yet been reported in the Caribbean, but with cases spreading to countries where it is typically not found, including the United States, regional health officials are taking precautions.

Health and Social Development Minister Marlon Penn said last Thursday in the House of Assembly that his ministry has been monitoring the spread of the virus abroad.

“Monkeypox is not a new virus, with the first case having been identified in 1970,” Mr. Penn noted. “It has been found regularly in several central and west African countries. This particular outbreak has gained international attention because cases have been confirmed in several different countries at the same time and in persons with no reported travel history to countries where the virus is usually found.”

The World Health Organization reported 92 confirmed cases and 28 suspected cases in 12 member states where the virus is not endemic as of May 21. The United Kingdom Health Security Agency announced the first case in the outbreak in the UK on May 7, and Mr. Penn said the initial patient is thought to have contracted it during recent travel to Nigeria.

He added that the WHO recognises “that further spread is likely, and countries should take precautions.”

Though no cases have been confirmed in the Caribbean, they have been reported in England, Australia, Belgium, Canada, France, Germany, Italy, Netherlands, Portugal, Spain, Sweden and the US, Mr. Penn said.

Caribbean response

“There is risk of spread to the Caribbean region due to travel,” he said. “Therefore, awareness is being raised among health care workers and port health authorities across the region to ensure that adequate prevention and control measures are in place.”

Symptoms can last two to four weeks and include exhaustion, fever, headaches, backache, muscle ache, chills and swollen lymph glands. Within the first three days of fever, rashes can develop on the face, hands, feet and other parts of the body.

“Testing for monkeypox is currently not available in the Caribbean, and the Caribbean Public Health Agency is reportedly in discussion with the [Pan American Health Organisation] and the US Centres for Disease Control and Prevention to assess its capacity to develop this testing capability,” Mr. Penn said.

He added that the Ministry of Health and Social Development will coordinate with health care workers and agencies working on port health and animal quarantine moving forward.

“Many of the specific recommended actions from CARPHA are in place in the BVI, and strengthened in response to Covid-19,” he said. “Although the likelihood of monkeypox spread in our community is currently low, the chief medical officer and other officials will continue to monitor the situation and ensure that the territory is prepared to detect and respond to any cases as needed, and will keep the community informed of any change in the situation.”

How it spreads

Mr. Penn said initial information about the outbreak has identified the virus within sexual networks, but he noted it is not considered to be a sexually transmitted disease.

The WHO says on its website that the virus is transmitted through close contact with an infected person or animal, typically through lesions, body fluids, respiratory droplets and contaminated material such as bedding.

Vaccines against smallpox have provided some protection against monkeypox, and a newer vaccine has been specifically approved for prevention, according to WHO.

Though severe cases can occur, especially among children, WHO stated that the case fatality ratio has been about three to six percent.

Child pornography, a crime that has become very recurrent

Four years in prison is the maximum sentence for engaging in child pornography, a crime sanctioned in the Dominican Republic by Law 53-07 on crimes and high-tech crimes and Law 136-03, which establishes the Code for the protection of children and adolescents.

Submissions
The public ministry has subdued dozens of people who have incurred this type of crime, including foreigners.

In some cases, it has already achieved convictions. In others, the imposition of preventive prison coercion measures.

The most recent submission occurred in Santiago, where last Monday, Judge Cirilo Salomón, of the court of permanent attention of that jurisdiction, imposed three months of preventive detention on Johannes Wilhelm Streese Suárez, accused of producing and marketing child pornography.

The Santiago Prosecutor’s Office and the Specialized Prosecutor’s Office against Crimes and High-Tech Crimes attribute the defendant to belong to a transnational criminal organization dedicated to the commercialization and production of child pornographic content and sexual exploitation of minors through electronic means.

According to the coercive measure request filed by the Public Ministry, the defendant produced pornographic content and reproduced the material through a messaging site in which links are shared that lead users to photographs and videos with which sexually abused girls.

Convictions
Previously, in February 2021, the First Collegiate Court of the Court of First Instance of the Judicial District of Santo Domingo Este sentenced Sergio Heredia to the maximum sentence of four years in prison, from whom the authorities seized 120 videos showing children, girls, and adolescents while adults sexually abuse them.

In April 2019, the collegiate court of Puerto Plata convicted of child pornography and other crimes the German Heinrich Christlieb, who was arrested in May of that year after trying to escape through the Republic of Haiti to Paris, France, after having a measure of coercion According to the public ministry, the foreigner was engaged in sharing and downloading material containing child pornography, in violation of the law.

Also in September 2019, the Puerto Plata court sentenced José Noel Bidó Espinal and Ramón Amaury Camacho Guzmán to two years in prison for this crime.

That same month, in the National District, Eridania Peña Sánchez (Clari) was sentenced to two years in prison for committing the crime of child pornography.

Coercion
More recently, in April 2021, the La Vega permanent care court imposed a coercive measure on a Canadian married couple, accused of child pornography and other sexual crimes against two children. The defendants were Adam Eric Pepper, who was sent to preventive detention for 18 months, and his partner Tracce Lynne Plett and/or Treisy Pepper, with house arrest for the same time, in addition to electronic shackle.

The complaint of these crimes was filed by the mother of one of the children, who became aware of the fact when reviewing a cell phone that Pepper gave her, which contained a video where this defendant was observed touching the genitals of the minor according to informed the Public Ministry.
