June 16, 2022 (ENA) East African countries should prioritize peace and stability in order to accelerate regional economic integration, African Affairs Director-General Fesseha Shawel said.

The director-general at Ministry of Foreign Affairs told ENA that most of the countries in the East African region are in transition and it is important that they prioritize peace and stability before striving for regional integration.

“There is some instability in the region because it is in transition, and what has to be priorized both for Ethiopia and (the East Africa) region is effectively ensuring peace and stability.”

According to him, regional integration requires willingness of all countries to cooperate and needs effective integrating organization.

In the case of the East Africa region, there is IGAD. But the region has not ensured peace and security. This may not be true to all the countries, yet peace and stability are needed in most, Fesseha elaborated.

The director-general further said Ethiopia is undertaking confidence building measures and making peace efforts at home; and it is in a better situation when compared to last year.

Somalia has recently elected a president, Kenya will hold election in August, South Sudan is implementing peace agreement, Sudan is in transition with difference on border and GERD with Ethiopia, Eritrea has made peace with Ethiopia but peaceful consolidation should be done with other neighboring countries to facilitate regional integration.

Fesseha noted that Ethiopia has economic and financial connections with neighboring countries, including bank branches in Djibouti and South Sudan. Its road and railway projects also extend across many neighboring countries to strengthen regional economic integration.

The Grand Ethiopian Renaissance Dam is not only intended to supply electricity for Ethiopia, but also for neighboring countries.

Thus, the director-general concluded that many of the countries in East Africa should give priority to solving current pressing challenges, including peace and security internally and with others, as well as other obstacles to facilitate regional economic integration where people and goods can move freely across borders for a beneficial regional integration.

Nation Striving to Strengthen Economic Tie with West African Countries

June 17, 2022 (ENA) Ethiopia will work to further strengthen its economic ties with West African countries, according to Ministry of Foreign Affairs.

West African Countries Director at the Ministry, Elias Melaku said Ethiopia, being a country with huge impact on the geopolitics of the Horn, will strive to cooperate in strengthening economic integration with the countries in the region.

The Ethio-Djibouti railway and the Ethio-Kenya road are among the efforts worth mentioning in this regard, he added.

Furthermore, Elias pointed out that the country is working to foster political and economic ties with other countries with the aim of building a strong economy.

Prime Minister Abiy Ahmed’s recent visit to West African countries demonstrates Ethiopia’s desire to strengthen ties.

According to the director, Ethiopia will next establish economic ties with Senegal, Côte d’Ivoire, Togo and other countries to build a strong continent.

He further noted that Ethiopian Airlines flight to West African countries will have significant role in bolstering relations with the countries.

Sh32bn port terminal begins operations

Mombasa port is to underline its position as the gateway to East Africa as operations at the new Sh32 billion Container Terminal 2 started Tuesday following the successful docking of the first ship.

It brings an additional capacity of 450,000 containers, which will increase the port’s cargo handling volume from 1.42 million to 1.732 million.

It is part of the Mombasa Port Development Programme designed to accommodate larger vessels, giving it a competitive edge over Dar es Salaam and Djibouti ports.

Mombasa is the preferred entry point for landlocked countries such as Uganda, South Sudan, Rwanda, Burundi and the Democratic Republic of Congo. The Kenya Ports Authority (KPA) took control of Berth 22 – which is 300 metres wide – from the Toyo Construction Company last week.

MV Jamaica, which operates under the Asia East Africa Kenya Service (ASEA service) that links the region with the Far East, became the first ship to dock at the terminal.

Construction of Berth 23

KPA acting managing director John Mwangemi said the completion of the berth will pave the way for the construction of Berth 23.

“Our engineers and the marine team successfully docked a 264-metre-long ship using two tugboats and two mooring vessels. It is discharging 2,704 containers and loading 3,738 for export cargo carrying agricultural products and minerals ores from East Africa,” he said.

“The terminal will have three berths with lengths of 230, 320 and 350 metres. They will handle panamax container ships of 20,000 deadweight tonnage and post-panamax vessels of 60,000,” he added.

It is estimated that the port will handle 47 million tonnes in the next 10 years from the current 30 million and 111 million by 2047.

KPA has procured multipurpose salvage tugboats and three ship-to-shore gantry cranes at Sh2.89 billion for use at the new terminal to boost efficiency and bulk handling activities.

Agreement with Jica

In 2017, Kenya signed an agreement with the Japan International Cooperation Agency (Jica) for a loan of Sh32 billion for construction of Phase II of the second container terminal. Toyo commenced work in September 2018.

The Jica loan was taken within the Special Terms for Economic Partnership (Step) at an interest rate of 0.2 per cent and a repayment period of 40 years with a 10-year grace period. One of the conditions for funding was that it would be managed privately.

The bidding firms that sought to manage the terminal included Hutchison Ports Investments, DP World, PSA International, China Merchants Holdings and SSA Port Terminal.

The Mediterranean Shipping Company (MSC), through the Kenya National Shipping Line (KNSL), was picked to run the terminal. KPA, MSC and KNSL made requests at the Common Market for Eastern and Southern Africa (Comesa) Competition Commission. The transaction would give MSC and KPA joint control of KNSL.

About Ms Nuland’s visit

Ms Nuland visited Djibouti, Mozambique, and Nigeria, between June 11 and 17, 2022.

In Djibouti, with an interagency team, she met with government counterparts to advance U.S.-Djibouti relations and close security cooperation.

In Mozambique, she also met with government and civil society members to discuss the full range of bilateral and regional issues, including opportunities to advance stability and economic recovery in conflict-affected areas in support of a new partnership under the U.S. Strategy to Prevent Conflict and Promote Stability.

Ms Nuland was sworn-in as Under Secretary for Political Affairs in April, 2021. Prior to that, she was Senior Counselor at the Albright Stonebridge Group, a global strategic advisory and commercial diplomacy firm based in Washington DC.

She was also a non-resident Senior Fellow at the Brookings Institution, Distinguished Practitioner in Grand Strategy at Yale University, and a Member of the Board of the National Endowment for Democracy.

With 33 year as a U.S. diplomat, she served as Assistant Secretary of State for European and Eurasian Affairs from September 2013 until January 2017 under President Obama.

She was State Department spokesperson during Secretary Hillary Clinton’s tenure, and U.S. Ambassador to NATO during President George W. Bush’s second term, 2005-2008.

Ms Nuland served as Special Envoy and chief negotiator on the Treaty on Conventional Arms Control in Europe from 2010-2011, and as Deputy National Security Advisor to Vice President Cheney from 2003-2005. In addition to two tours at NATO in Brussels, she has served overseas in Russia, China and Mongolia, and in various assignments at the State Department in Washington.

ADDIS ABABA- Ethiopian twitter campaigners called for support to Afar people who have been victimized by terrorist TPLF.

Politician Neamin Zeleke via his twitter page said that since the Afar people have been neglected by the international community, Ethiopians and friends of Ethiopia should support our people for their existence.

Explaining the severity of the problem of Afar people, he said that dozens of civilians have reportedly fled from Northern Afar due to terrorist TPLF’s new atrocity.

Likewise the campaigners also urged African solution for African problems to solve the problem of the country both to support the displaced people and restore peace in the country.

The campaigners also called the need to create unification among Ethiopian people and African countries to end atrocities against civilians through disappearing the terrorist group from the land of the country.

Afar State communication Affairs Bureau on it part said that terrorist TPLF has been strengthening the act of Shelling against civilians and operation to control strategic Djibouti line forcefully.

The bureau said that the terrorist group has been intensifying its attacks in to five districts of the state adding that more than all the terrorist has been intentionally suffering the civilians and causing them for humanitarian problems.

As to the bureau, the terrorist group has been shelling heavy weapon against civilians and over 300,000 civilians have been displaced by the group.

The bureau said that like in its previous invasions in this new invasion the terrorist group also has been destructing and looting government and private resources.

Regional disease control collaborating centre to be based in Nairobi unveiled

NAIROBI, Kenya, Oct 1 – Regional health officials have officially unveiled the Eastern Africa Regional Collaborating Centre (EA-RCC) in a move aimed at stepping up the fight against emerging and re-emerging disease threats in the region.

The centre to be based in Kenya has been operating within the Africa Centers for Disease Control (CDC) framework with an objective to ensure effective preparedness and response to current public health threats in the context of COVID 19 and beyond.

Speaking in Nairobi during the event, Health Cabinet Secretary Mutahi Kagwe expressed optimism that the centre will strengthen the capacity, capabilities and partnerships of Africa’s public health institutions to detect and respond quickly and effectively to disease threats and outbreaks in the continent.

“The opportunity to collaborate in disease control is something we have been looking forward to doing and I believe the center will have a positive impact not just in the region or our continent but also the world at large,” he said.

The Health CS appealed for cooperation between member states covered by each of the centers and the centers themselves saying it would enable collaboration across the entire continent.

“As we know, challenges affecting different countries on the continent, regardless of the regions they may be in, could very well manifest themselves in other countries in the different regions, hence the need to ensure collaboration is escalated beyond a region as may be necessary,” said Kagwe.

The new center which will be based in Kenya seeks to ensure effective preparedness and response to current public health threats in the context of COVID 19 and beyond/MoH

Kagwe said that there was need for collaboration to ensure quality information and data at all levels to ensure that all public health decisions are guided by evidence-based policies and guidelines.

He further stated that he hoped Africa CDC and EA-RCC will continue to offer a platform for networking public health assets in the region and also interlinking centers of excellence to strengthen knowledge management and public health practices.

The Health CS further noted that the outbreak of coronavirus in March 2020 had resulted to the rise in health and economic challenges in the continent, adding there was need for early disease detection and prevention to avoid a repeat of the same.

“COVID-19 pandemic is indeed a stark illustration of how the undetected transmission of pathogens across borders can quickly transform a local disease outbreak into a regional health emergency or even a global crisis. The current situation underscores the importance of strengthening regional disease surveillance systems and emergency-response capabilities across the continent,” he said.

Kagwe further said that there was a growing pressure on governments and regional bodies to safeguard the health of Africa and the world adding that policies must be put in place to ensure that continental institutions can swiftly detect and effectively address disease outbreaks anywhere before they become a threat everywhere.

He added that regional laboratory that will also be established will undertake genomic sequencing to better understand diseases with multiple variants such COVID-19.

“Besides, I expect that the center will also collaborate with our other research institutions including the Kenya Medical Research Institute, The Kenya Institute of Primate Research and all other research bodies whose work will be complimentary to that of the regional collaboration center. It should also act as a reference and referral laboratory for the region. At the center of all these efforts is the ultimate goal of ensuring we approach seeking solutions to our health challenges differently, together,” he said.

African Union Commission representative Amira Elfadil who also spoke at the event lauded President Uhuru Kenyatta for the strides the country had made in the health sector.

She thanked all the stakeholders and partners in the region including IGAD, WHO and COMESA for their role in ensuring the success of the newly unveiled center and addressing health challenged in the region.

Elfadil said the RCC has supported several initiatives in the East Africa Region since its establishment including the establishment of a functioning office in Nairobi and has supported the member states in Covid-19 preparedness and response.

Africa CDC Director John Nkengasong said that there was need to redesign the health security apparatus locally, regionally and globally.

He added that COVID-19 outbreak had shown the need for the region to enforce laboratory networks and commit to strengthening health systems.

EA-RCC coordinates Africa CDC partnerships and activities in the 14 Member States in the Eastern Africa Region and has been involved in strengthening surveillance and laboratory systems and public health communications in the region.

The official unveiling of EA-RCC brought together officials from Tanzania, Uganda,Djibouti, Rwanda, Madagascar, Somalia, South Sudan, Seychelles, Comoros, Mauritius, Eritrea and Ethiopia, some of whom attended the event virtually.

The Ethiopian Defense Force has made the punitive action against the terrorist TPLF in Tigray that is lasted for over 8 months so far. As per it was disclosed by the Prime Minister recently, the law enforcement campaign costed the nation over 100 billion Birr.

However, after the withdrawal of the defense force from Tigray region, the terrorist group escalated its military aggression in the neighboring Amhara and Afar regions and to date, more than half a million people are displaced internally because of the war. More than 500 educational institutions and religious sites have also been demolished.

The terrorist group has prolonged the war towards different zones of the aforementioned regions from time to time aiming to capture strategic locations and main routs of the country such as Addis Ababa Djibouti road to control the main economic gateway. Doing so, it strived to impose pressure against the government though couldn’t succeeded because of strong response from the heroic Ethiopians. It is known that, the nation’s economy is already suffering from the COVID 19 repercussion, foreign debt and inflation due to various reasons. Hence, it is worrisome that the ongoing war further exacerbates the situation. Therefore, unless comes to an end soon, it may put the nation in the precarious situation.

While making an interview with the local media, Amin Abdella, an economic analyst, said that let alone the war is going on, the anxiety of war by itself incurs economic pressure among the public. But in order to assess the economic impact of the war on the nation’s economy, two things must be considered. One is for how long the war is going on and what is its economic influence on the areas where the war is taking place. It is obvious that the war that lasts for shorter period of time has different implications when compared to that lasted for longer time. The areas where the battle is taking place should also be considered whether it is a high productive zone, the center for export or whether manufacturing industries are located there or not. In addition to these, the intensity of the war, it’s financial, human causalities and death toll must put in to consideration.

During the war time, consumers are coerced to purchase more goods due to anxiety of shortage of products might happen or the traders might hoard basic items. On the other hand, merchants may also purchase goods excessively, accumulate and store in fear of the interruption of value chain. Inflation is also exacerbated at this time and such situation put pressure on the low income community sects than other segments of the community.

According to Amin, as Ethiopia’s economy is agrarian based in which 80 percent of the population earns its living from this sector, the agricultural products are not directly subjected to the foreign economy influence.

Therefore, logically the sector is not vulnerable to war induced pressure though the current situation in Ethiopia is different in which the terrorist TPLF is killing farm animals and cows and destroying farm lands intentionally. It is the urban economy which is directly affected by the war. The war induced crises manifested itself by inflation; degraded economic growth and aggravated poverty for the possible reason that the money that should have been allocated to poverty reduction might be spent on war relate expenses. The resource that might be invested for job creation might be allocated to support the war machine and instead of investing on value addition, the money might be used for purchasing armaments.

To evaluate the current war impact on the economy, looking the location of manufacturing and other sectors is vital. For example, 55 percent of the nation’s manufacturing industries are located in Addis Ababa and its outskirt. 33 percent of are located in the Oromia region and 13 percent in the northern part of the country which is currently victimized by the war. The late ones are highly vulnerable to the war and hardly become productive.

Agriculture also contributes the lion’s share to the nation’s Gross Domestic Production (GDP). Hence, looking the sector in this regard enables to assess the impact of the war towards the sector. The impact could also be seen in the service sector but as to Amin, looking the large picture of the economy, the war can be said does bring enormous impact on the economy.

If the war outcome brings a lasting solution for the problems that induced the conflict, it can bring a good opportunity to revive the economy. But if it is reignited again, it might put the nation in the vicious circle of economic misery and human carnage. Hence, all stake holders must look the matters in depth and forward a durable peace.

To overcome the impact of the war on the economy, the government should formulate remedial policy and implement it. It must also revise the economic policies introduced before the war broke out and some of the budgets should be allocated to restore the demolished infrastructures and to rehabilitate the displaced people. In addition to this, shifting the budget allocation from one sector to another must be taken as an option.

Currently, the western world is developing bad attitude towards Ethiopia because of the miss information disseminated by the terrorist TPLF activists and lobbyists against the government and appeal to the westerners to impose economic sanction on Ethiopia. Asked whether the westerners take economic embargo or not if the war is prolonged, Amin said that if the government subdues the terrorist’s fighters by changing the balance of power, the westerners might change their attitudes toward Ethiopia and refrain to take embargo. In addition, if it brings peace as soon as possible, the economy might recover by itself.

ADDIS ABABA – Having realized the abolishment of the TPLF-dominated client regime in Ethiopia and the emergence of independent-minded nations in the Horn of Africa that have sought strong political and economic partnership, some Western powers discontented in the Horn’s dynamics, a renowned political scholar claimed.

In an exclusive interview with The Ethiopian Herald, Addis Ababa University African Studies Professor Getachew Kassa (PhD) said that the Horn’s strategic importance to international trade and security has intensified some world powers’ quest for a client state whereby TPLF had been junior partner. Home to over 100 million people and a very strong military and abundant natural resources, the pre-reform Ethiopia had remained the key instrument in serving the special interest group in the region.

The scholar further stated that Prime Minister Abiy Ahmed’s (PhD) came to power in 2018 was a game changer that could significantly revitalize the Horn politics and transform Ethiopia’s relations with Eritrea and Somalia from hostilities to friendship and competition to cooperation.

“Apart from his noble achievement in creating a new Ethiopia that asserts itself in international arenas, Abiy’s approach has brought a peaceful relationship and brotherhood between Ethiopia and Somalia for the first time in the two countries’ modern history.” Ethiopia has played a meaningful role in brokering peace between the Mogadishu government and warring factions and the war has not been ongoing since Abiy came to power.

As to him, significant achievements have also been gained in the two economic frontier and Ethiopia has been involved in port development in the Indian Ocean and direct flights between two countries have also been resumed. Ethiopia has offered training and other capacity building programs to Somalia.

Amidst Egyptians heavy destructive attempts, Ethiopia has formed a strong relationship with the neighboring Somaliland and the acquisition of 19 percent share in Berbera Port is instrumental to its vision of enhancing access to the sea and diversifying the outlets, Getachew elaborated.

On the other hand, this regional development is also interlinked with the ideal partnership and cooperation Ethiopia and Djibouti have enjoyed over years.

Also, Ethiopia could use at least one of the ports in the Horn to the reestablished naval forces as the naval base furthering its security cooperation with numerous countries.

The truce Ethiopia has made with Eritrea is contributing to the peaceful relations between Djibouti and Eritrea as the former took the initiative to help the two countries resolve their difference through negotiations. Ethiopia has also made meaningful participation to bring Sudanese conflicting parties to the round table and reconcile Sudan and South Sudan.

Getachew highlighted that the best thing to break the Western influence Horn states sit and think about how they can cooperate in the economic field and also to stop the intervention through supporting rebel groups of one or the other. “If they can broaden cooperation, they can avoid such Western intervention and they should be careful and watchful on not dividing themselves for the sake of Western interest.”

By the same token, employing the regional block IGAD to resolve security disputes needs equal consideration as through this means African problems would get African solutions and not be referred to colonial institutions including the UN, the scholar remarked.

ADDIS ABABA- Stakeholders in Ethiopia’s tourism industry said that the sector has witnessed massive transformation over the past three years that would enable it to garner a significant number of international visitors to the country’s world-famous tourist attraction sites.

Accordingly, Tourism Ethiopia Director- General Seleshi Girma told The Ethiopian Herald that the country established a Convention Bureau to exploit regional and international tourism potentials besides undertaking various reforms to advance the sector keeping international standards. The Convention Bureau would enable Ethiopia to gain proper benefits from hosting regional and international events as well as expanding investment and promoting untapped tourism potentials.

“Tourism Ethiopia established information desk, building bathing and rest rooms in Afar State Erta Ale siteand carried out the security personnel stations projects in some national parks thereby helping the country ranked 14th in receiving safe travel Stamp from World Travel and Tourism Council (WTTC).” Noting Ethiopia has now eyed at complementing tourism opportunities with neighboring and other African countries including Djibouti, Kenya, Tanzania, and Uganda, Seleshi stated that successful discussions have been held with the parties and agreements were reached with some. In light of this, Djibouti’s tourism sector delegation paid a visit to Ethiopia last week.

Also, Tourism Ethiopia translated the country’s tourism brand of Land of Origins into 17 local languages with a view to promoting the multilingual nature of the nation among global visitors.

By the same token, Ethiopia’s diplomatic missions across the globe are participating in various events that helps promote the country’s wider investment opportunities among potential stakeholders and activities are underway to employ renowned personalities as the country’s tourism ambassadors.

As to him, Ethiopia has been working to develop its tourism resource at universal standard that makes the service suitable and affordable for international visitors. Proper budget allocation is a crucial element to undertake the right promotion activities at the international arena.

“After identifying visitors’ demand, Tourism Ethiopia has validated a new marketing strategy that the country is going to implement for years. To Ethiopian Culture and Tourism Journalists Association President Henok Seyoum, the government and stakeholders have to join hands to utilize tourism’s spillover benefit for the country’s social, and economic transformation.

Lauding the government’s attention to transform the tourism industry that is manifested through establishment of dedicated institution, issuing policy framework and laws, Henok expressed optimism that the measures would put the smoke-free sector among pillars of Ethiopia’s prosperity
