Akwa Ibom State Governor, Udom Emmanuel, has charged the Peoples Democratic Party (PDP) to ensure that women and youths are given more opportunity to explore their full potentials within the party and in government.

Governor Emmanuel, who spoke at the closing of the two-day retreat of the PDP themed; “Rescue and Rebuild Nigeria”, said youths and women who make up the powerhouses of electioneering activities as well as economic and social development of any society, should be allowed greater participation in policy making and implementation both in the party and in government.

“If we desire to move forward as a nation and a political party, we must therefore immediately set up processes and structured modalities that will engender their greater participation at the forefront in politics and governance,” he stressed.

He charged women and youths to get ready and position themselves to take up key party and government positions at various levels across the country, especially as the party gets set to democratically take over power in 2023.

The governor commended the organizers of the retreat and urged the National Working Committee (NWC)-elect to get ready to build on the solid structures already laid by the outgoing leadership of the party.

APC Heading For Another Disqualification In Zamfara

There were indications yesterday that the All Progressives Congress (APC) may be rehashing the wrangling and infighting in Zamfara State that led to the party’s disqualification in 2019, as the two factions of the party led by Governor Bello Mohammed Matawalle and Senator Kabiru Marafa held parallel state congresses.

This is even as the camp of former governor of the state, Abdulazeez Yari, boycotted the exercises held by the factions, giving further indication that the APC in Zamfara has been polarized into three camps following the fresh crisis that hit the Yari camp.

Yari’s camp had in February this year fused into the Marafa faction after the national leadership of the party intervened in a protracted leadership crisis of the party in the state.

LEADERSHIP Sunday recalls that the infighting within APC had culminated in the disqualification of all its candidates in the 2019 general elections.

Although the party won the elections in the state, the Supreme Court had faulted the process that led to the emergence of their candidates.

Like a phoenix, the crisis in Zamfara APC got a fresh life of its when Governor Mattawalle defected to the APC from the PDP.

Since then, Senator Marafa, in league with former fovernor of the state, Yari, had been at loggerheads with the governor.

The fresh crisis began at the defection ceremony of the governor when the chairman of the APC caretaker committee and governor of Yobe State, Mai Mala Buni, announced the dissolution of the executive council of the party in Zamfara and declared Governor Matawalle as the new leader of the party in the state.

The battle came to a head yesterday as Matawalle and Marafa camps held parallel state congresses, further deepening the crisis within the party in the state.

The national leadership of the APC had temporarily suspended the congress in Zamfara on grounds that it received intelligence reports on the exercise.

The congress by the governor’s camp held in Gusau the state capital.

Speaking shortly after the election of the APC officials in the state, Matawalle said there was substantive progress recorded in the fight against banditry.

He also, revealed that, weekly markets would also be re-opened to allow business men and women actively engage in various trades.

He charged people in the state to make best use of the opportunity in order to improve their lawful businesses in the state.

Matawalle stressed that closure of telecoms and weekly markets was done in good faith in order to effectively fight bandits.

“Our main target was to crush all forms of criminality being it banditry or whatever, so we have adopt severe measures to succeed”, he added.

On the other hand, the Marafa faction of the party conducted its congress at Tsafe, the headquarters of Tsafe local government area; it was however said to be hitch-free as delegates turned out en mass from the 14 local government areas of the state.

The congress held by his loyalists produced Alhaji Surajo Garba Maikatako as the chairman. Other members of the State Working Committee (SWC) are: Dan Malam Mai Yadi (Vice Chairman), Nasiru Muhammad Gummi (Secretary), Auwalu Garba Alhazzai (Treasurer), Babangida and Abubakar Gusau (Legal Adviser).

Also elected are Mamuda Gaba (Financial Secretary), Bello Bakyasuwa (Publicity Secretary), Kabiru Rabiu (Auditor), Lauwali Bello Viara (Youth Leader), Hussaini Dan Isha (Welfare Secretary), Nafisa Ahmad (Women Leader) and Abubakar Usman Gora (Organising Secretary).

Meanwhile, Marafa has denied reports that he and former Governor Yari have dumped APC.

Reports on social media had suggested that Yari and Marafa defected to the Peoples Democratic Party (PDP) following the intervention of a former Senate President, Bukola Saraki.

APC Denies Zoning Chairmanship To North Central

All Progressives Congress (APC) has denied zoning its national chairmanship position to the North Central.

The national secretary of APC Caretaker and Extraordinary Convention Planning Committee (CECPC) Senator James Akpanudoedehe stated this yesterday in Abuja during a chat with newsmen.

Akpanudoedehe, who reacted to a media report that the party had zoned the position to the North Central, said the issue of zoning was not part of the mandate of the CECPC.

“I have the mandate to report that whatever decision the CECPC takes and to the best of my knowledge the committee has not discussed zoning,’’ he said.

Akpanudoedehe added that with the party`s national convention slated for February 2022, it was expected that party members would come up with different zoning speculations.

“People are just flying what will favour their interest, all I know is that the caretaker committee has not discussed or reached a zoning decision,’’ he said.

Also, Senator Victor Lar, the media director of Senator Ali-Modu Sheriff Campaign Organisation, said that the report was laughable describing it as figment of the imagination of those who planted it.

Sheriff, a two-term governor of Borno State, is a frontline aspirant for the APC chairmanship.

“We find the purported story as very laughable because the organs of the party that are supposed to communicate that kind of information are not the ones communicating it.

“For that reason, we will take it with a pinch of salt.

“Again, the APC as a party has never adopted zoning, therefore, the story of it zoning the national championship to the North Central can better be described as a figment of the imaginations of those who planted it.

“We find the report to be very poor scheming of people who are scared of contesting the position with the Sheriff,’’ Lar said.

He said it was obvious that Sheriff’s hard work and his mannered campaign had unsettled other aspirants.

This, he said, was especially because he had gained unprecedented support from party members and critical stakeholders from across the country.

Lar added that the race for the APC national chairmanship was an open contest, saying that the best candidate should be allowed to emerge.

He said this was necessary for the party to be galvanised for victory in the 2023 general elections.

He said that Sheriff remained the best candidate for the APC national chairmanship.

On the approval given by President Muhammadu Buhari for the party`s National Convention to hold in February 2022, Lar said there was need for the National Executive Committee (NEC) to meet and rectify the date.

“Though we had commended the Progressive Governors Forum (PGF) for taking the initiative to meet with Buhari on the need for the party’s National Convention to be conducted.

“The decision to hold the convention in February 2022 has to be taken by the party’s NEC. The president does not have the constitutional powers to call for a meeting.

“Neither do the governors elected on the party’s platform. It is only the party’s NEC that can take such a decision as regards to when its national convention will hold.

“The February date must therefore be rectified by the party’s NEC to make it constitutional,“ he said.

Lar appealed to APC members and Sheriff`s teeming supporters to remain calm and focused.

KANO APC CRISIS: Shekarau Faction Petitions IGP

The Ibrahim Shekarau faction of the All Progressives Congress (APC) has named officials in the government of Abdullahi Ganduje, including two commissioners and four local government chairmen, as those behind a recent arson attack on the campaign office of Senator Barau Jibrin.

In a petition to the Inspector General of Police, Usman Alkali Baba, dated December 2, 2021, Shakarau along with five other lawmakers, asked the police chiefs to investigate and prosecute the officials.

The petition was signed Senator Shekarau, Senator Barau Jibrin, Hon. Nasiru Abduwa, Hon. Tijjani Abubakar Jobe, Hon. Shaban Sharada and Hon. Haruna Isa Dederi.

They also vowed not to embark on reprisal attacks as that is exactly what the attackers want, which could turn Kano into a killing field.

Though a number of officials were named, when contacted for a response to the petition, the state commissioner for Information, Muhammad Garba, declined to comment, insisting it was purely a party affair.

The petition noted: “We are senior elected government officials serving in both chambers of the National Assembly.

You will recall that on the 30th of November, 2021, an FCT High Court had delivered judgement in a suit concerning Kano APC Congress and said judgement did not go down well with those who lost out.”

Regrettably however, “instead of fighting their cause through due legal process, these frustrated elements resorted to carrying out the criminal acts mentioned above.

“We have been reliably informed, which information we verily believe to be true and correct that through the night of 1st December, 2021 to the early morning of 2nd December 2021 the persons mentioned below, together with some other well-known thugs organized and set ablaze the campaign office of the Distinguished Senator Barau I. Jibrin who represents Kano North Senatorial District and attempted to kill those they met at the scene.”

According to the petition, the attackers also tried to burn the faction’s party office on Zaria Road and kill or inflict bodily harm to its occupants.

Shekarau and the five other lawmakers also alleged that the attackers passed by the residents with armed thugs chanting war songs in an attempt to unleash violence on law abiding citizens.

Those named in the petition include: “Abdullahi Abbas (former Kano State APC chairman), Murtala Sule Garo (Kano State Commissioner for Local Government), Gwamai (a well-known thug who is even on police wanted list, but still an appointee of Kano State Government), Faizu Alfindiki (chairman of Kano Municipal Local Government Council), Khalid Ishaq Diso (chairman of Gwale Local Government), Hassan Garban Kauye (chairman Kumboto Local Government Council) and Auwal Lawan Shuaibu (chairman of Nasarawa Local Government Council).”

These people, according to Shekarau, led several others in the perpetuation of the criminal act of arson here above mentioned in addition to chanting several words of intimidation threatening the lives of persons who signed the letter of complaint.

They claimed that “It is irrefutable that Abdullahi Abbas is well known throughout Kano for his persistent and arrogant use of abusive language and enlisting the help of thugs.

“We the undersigned as well as our teeming followers in Kano constantly face threats to our lives and safety from the people. It is therefore pertinent to stress that, should anything happen to us and our supporters, the aforementioned people should be held responsible,” they added.

The petitioners called on the IGP to investigate the matter and bring everyone involved to book so as to forestall a breakdown of law and order, as well as prevent reprisal attacks.

Direct Primary Debate: We Must Avoid Repeat Of ‘Third Term’ Situation, REC War…

As the debate over direct primaries rage, the resident electoral commissioner (REC) in Akwa Ibom State, Barrister Mike Igini, has warned that it might ruin the entire Electoral Act Amendment Bill just like the infamous “third term” saga ruined the good bills the lawmakers of the Fifth Assembly had promulgated at the time.

Igini likened the anxiety generated by the debate on the mode of party primaries to the third term controversy that led to throwing away the constitution amendment bill by the National Assembly in 2006.

LEADERSHIP recalls that the 5th Assembly threw out important amendments to the constitution because of an inclusion of a “third term” clause for the presidency.

The inclusion of the clause by the current National Assembly for all political parties to adopt direct primary has led to an intense contention between governors and lawmakers.

Although the signed bill has since been sent to President Muhammadu Buhari for assent, the president has however written a letter to the Independent National Electoral Commission (INEC) seeking its advice on the bill.

But while speaking on INEC’s position on the raging debate over the use of direct and indirect primaries by political parties, Igini said, “There’s nothing inherently so good or bad about indirect or direct primary to warrant the ongoing acrimony that may affect other profound provisions of the current bill given that this issue of direct primary is just one item in the entire one bill.

“We must avoid a repeat of the 3rd term situation whereby just one obnoxious item in a single bill truncated the entire bill. We must bear in mind that one common formula for success in any approach chosen depends on the sincerity of those who lead and manage these parties as well as those who participate in those primaries conducted by political parties.”

He added that unless political party members sincerely submit themselves to the due process they subscribe to, hopes of achieving success in whatever method of primaries they subscribe to will be futile.

“From our political experience in this country, one of the biggest political challenges has been the inability of political parties to organise primaries without squabbles. Whenever they manage to do so, it has always been seen as a remarkable achievement whereas it should be something of a routine.

“Looking beyond the problems to the solution, our take is that whatever mode that we subscribe to, political parties should do the following: a mandatory submission within a reasonable time – before any primary election certified – true copies of verifiable party register of members of each ward or delegate list for the election and certified true copies of party guidelines for same election submitted to INEC and published on the party website, as well as two newspapers displayed in all LGA offices of the party within the constituency of the election.”

He also dismissed the argument that direct primaries would cause a huge financial burden on INEC, adding that no mode of primary is cost-free.

He said the commission had always spent money to mobilise staff it deployed to monitor either direct or indirect primaries in the past.

“There is absolutely nothing new about this issue of financial burden argument. What the political parties have done in the past – because the Commission bears the burden alone – was that after giving notice to the Commission of the date, time, and venue and after the commission’s staff had all been mobilised, even some staff from the headquarters in Abuja, suddenly officials of parties will send notice to the states few hours to the time that the exercise is suspended, and sometimes it may even be a message of outright cancellation received at the venue of the scheduled primaries while mobilised INEC staff and their members are waiting for party officials that will conduct the primary.

Ahead of the 2023 general elections, former vice president Atiku Abubakar has commenced consultation in the North Central region, a zone that is also eying the presidential seat.

While many think it was a coincidence, the former governor of Nasarawa State, Senator Umaru Tanko Al-Makura has also commenced campaign for the All Progressives Congress (APC) national chairmanship position at the North Central Peoples Forum (NCPF) insisting that in 2023, the region can produce both the president and the chairman of the party.

Shortly after Al-Makura left the office of the NCPF, the founder of AIT, RayPower and Faji FM, High Chief Raymond Dopkesi also stormed the secretariat with his entourage, informing the officials of the North Central Peoples Forum that former vice president Atiku Abubakar has asked them to begin consultation in the region adding that they have covered all the states in the North Central remaining only the FCT.

Speaking earlier, Al-Makura had dismissed insinuations that the presidential ambition of some APC and PDP politicians from the North-Central zone would mar his chances of success during the party’s upcoming national convention insisting that the region can produce both the president and chairman of political parties.

“The North Central has come to be. So, anyone from the zone who is aspiring for any position either in the party or in the country has my support. We can produce both the party chairman and the president of Nigerians as we wish,” Al-Makura said.

Al-Makura said he is vying for the APC chairmanship position to promote cohesion in the party and help foster unity among Nigerians. According to him, the nation began to totter towards the brinks when it forgot the sacrifices made by the people of the North Central who defended the oneness of Nigeria.

Al-Makura said that as a committed and loyal member of the forum, he had always given his support to the organisation, and was seeking its blessings for the APC chairmanship position ahead of the party’s national convention.

“As it is now, the lowest common multiple in Nigerian politics is the geographical zone. Even when people are dilly-dallying about the presidential ticket, they are speaking in terms of zones and not the states.

“So, the earlier the North-Central zone gets set, ready, committed, united, and speaks with one voice; the better for us to assert ourselves and assume what belongs to us. We have every reason to be proud as people of the North-Central zone.

“If you look at the history of this country, you will discover that the people of the North-Central have paid their dues physically, economically, and security-wise.

Speaking at the office of the North Central Peoples Forum, Raymond Dopkesi, who said 2023 is still the turn of the North added that himself and other like-minded people have conducted opinion polls that show Nigeria, needs an experienced person as president in 2023.

“And that experienced person is the former Vice president Atiku Abubakar. The problem of Nigeria is injustice. If we want to resolve the problem, I want to call on this forum, to make the sacrifice and view the issue objectively.

“The type of leadership we need is that of tested and proven in the country. We need people with cognate experience and we came to the conclusion that the person that has the quality to unite Nigeria is Atiku.

APC Appeals Verdict On Kano Ward Congresses

National Secretariat of the All Progressives Congress (APC) and the Congress Committee members on Monday filed a motion before the Abuja Division of the Court of Appeal for a stay of execution of an FCT High Court ruling that voided the Kano ward congresses conducted by the All Progressives Congress (APC) in the state.

The commissioner for information, Malam Muhammad Garba, who stated this in a statement in Abuja also revealed that the APC was contesting the jurisdiction of the court to entertain such case brought before it.

He said the party was seeking an interlocutory injunction that would restrain the respondents from taking steps to give effect to the High Court ruling, pending hearing of the appeal by the appellate court on December 16, 2021.

Garba added that in the motion, the APC submitted that the chairman and the secretary of the congress committee joined in the case were not contacted despite the fact their phone numbers and contact addresses were captured in the case, even as they have never met the said lawyers that represented them and therefore have not been given fair hearing.

The commissioner said a similar scenario played out in the case of ward executive committee members who were kept in the dark and could not be afforded fair hearing and access to the said lawyers assigned to represent them.

He said as the national headquarters of the party filed the two motions before the appeal court, it urged party members to exercise patience and restraint and be law abiding as it pursues the legal processes.

APC Hits Back At PDP, Says Opposition Party Yet To Denounced Impunity

The All Progressives Congress (APC) yesterday fired back at the Peoples Democratic Party (PDP), saying expectations that the opposition party under the Dr Iyiorcha Ayu-led leadership would denounce impunity had been dimmed.

Specifically, APC noted that going by the utterances and direction of the new PDP leadership, any hope of a refocused opposition party expected to atone for misdeeds against the country when it was in government for 16 years and as a failed opposition party following its sack in 2015 had now been quickly dashed.

The governing party was reacting to remarks made by the new national chairman of the PDP on Friday in which he served the APC a “quit notice” on grounds that in the last six years, the APC-led government had mismanaged Nigeria’s diversity, splitting the country along regional and religious lines by exacerbating religious tensions in the country.

But hitting back at the PDP, the APC said Ayu’s tenure appears to be an extension of the calamitous and lacklustre administration of his immediate predecessor, Chief Uche Secondus.

In a statement issued yesterday by its national secretary, Sen. John James Akpanudoedehe, the party expressed dismay that the new leadership of the PDP led by Ayu had demonstrated early signs that it is not different from the immediate-past and sacked leadership of the failed opposition party.

The statement noted: “Clearly, the PDP’s sole intent is power grabbing by any means, ignoring the need for genuine restitution, return of stolen public funds and assets still in possession of politically exposed persons during its 16-year administration and ultimately providing a truly viable and credible opposition our democracy needs to thrive.

“The PDP’s new leadership must prove to Nigerians that it is willing and ready to discard its penchant for impunity by submitting to the new democratic environment entrenched by the President Muhammadu Buhari-led APC government where votes count and the will of the people prevails in all electoral contests.

The APC national scribe further noted that President Muhammadu Buhari’s assurance to Nigerians and the international community that the 2023 general elections would be free and fair as well as his pledge to peacefully transfer power had discarded “the sit-tight syndrome headlined by the PDP’s ill-fated third-term agenda” as an “undemocratic template.”
